ROLL CALL Present: 6 - Mayor Pro Tem Nathaniel Jones, Councilmember Jessica Bateman, Councilmember Jim Cooper, Councilmember Clark Gilman, Councilmember Julie Hankins and Councilmember Jeannine Roe Excused: 1 - Mayor Cheryl Selby 1.A ANNOUNCEMENTS Mayor Pro Tem Jones announced City Manager Steve Hall and Assistant City Manager Jay Burney are out of town at a conference. Keith Stahley is acting City Manager while they are gone. Mayor Pro Tem Jones announced the Transportation Benefit District Board met at 6:00 p.m. 1.B APPROVAL OF AGENDA The agenda was approved. 2. SPECIAL RECOGNITION - None 3. PUBLIC COMMUNICATION Jim Reeves, Elizabeth Motz, Max Brown, Kris Norelius, Brian Faller, Maria Ruth, Steve Langer, and a woman who didn't identify herself spoke. COUNCIL RESPONSE TO PUBLIC COMMUNICATION (Optional) Parks, Arts & Recreation Director Paul Simmons responded to questions about the Woodland Trail restroom being closed. He also commented on the City's practice when finding bikes and bike parts in City parks. At Councilmember Roe's request, he agreed to look into getting found bike parts to people interested in them. Water Resources Engineering and Planning Manager Eric Christensen explained why Item 4D, Authorization to Apply for a Department of Ecology Water Equality Combined Financial Assistance Grant to Expand the City's Existing Street Sweeping Program, was pulled from the agenda last week. 4. CONSENT CALENDAR City of Olympia Page 1 City Council Meeting Minutes September 27, 2016 4.A 16-1083 Approval of September 20, 2016 Study Session Meeting Minutes The minutes were adopted. 4.B 16-1084 Approval of September 20, 2016 City Council Meeting Minutes The minutes were adopted. 4.C 16-0979 Approval of Interagency Agreement between the Washington Department of Ecology and the City of Olympia for Washington Conservation Corp (WCC) Services The contract was adopted. 4.E 16-1032 Authorization to Apply for Two Loans from the Drinking Water State Revolving Fund Construction Loan Program for Seismic Retrofits to the Fir Street and Elliot Water Tanks The decision was adopted. 4.F 16-1049 Approval of Bid Award for Stevens Field Infield Synthetic Turf Conversion Project The decision was adopted. 4. SECOND READINGS - None 4. FIRST READINGS 4.G 16-1018 Approval of Amendment to Ordinance 7021 (Operating Budget) The ordinance was approved on first reading and moved to second reading. 4.H 16-1017 Approval of Amendment to Ordinance 7022 (Capital Budget) The ordinance was approved on first reading and moved to second reading. Approval of the Consent Agenda Councilmember Hankins moved, seconded by Councilmember Cooper, to adopt the Consent Calendar. PUBLIC HEARING - None City of Olympia Page 2 City Council Meeting Minutes September 27, 2016 6. OTHER BUSINESS 6.A 16-1054 Approval of an Option to Purchase a 72-Acre Parcel Owned by Gregg O. Dawley, Kristi A. Dawley, Douglas L. Dawley, Paula P. Dawley, and Shirley G. Dawley (Dawley Trust), Commonly Known as Bentridge Parks, Arts & Recreation Director Paul Simmons reported highlights of the process culminating in tonight's option to purchase the Dawley Trust parcel (Bentridge). Councilmembers asked clarifying questions. Councilmember Roe moved, seconded by Councilmember Cooper, to authorize the City Manager to sign the option to purchase real eEstate agreement for the Dawley Trust property. The motion carried by the following vote: Aye: 6 - Mayor Pro Tem Jones, Councilmember Bateman, Councilmember Cooper, Councilmember Gilman, Councilmember Hankins and Councilmember Roe Excused: 1 - Mayor Selby 7. CONTINUED PUBLIC COMMUNICATION - None 8. REPORTS AND REFERRALS 8.A COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on meetings they attended. Councilmember Cooper requested a referral to have staff reach out to Thurston County, Interfaith Works and other partners about the plan to increase shelter beds this winter. Mayor Pro Tem Jones asked Councilmember Cooper to make the referral request in writing and bring it back for consideration at a future meeting. Councilmember Roe asked for information about United Churches providing a warming center, along with other shelter efforts. Following discussion, Council agreed to the referral prior to a written request being made. Mr. Stahley reported staff has already begun conversations with the County and others and will report back to the Council in the near future. Mayor Pro Tem Jones announced there will be no City Council meeting October 4. 8.B CITY MANAGER'S REPORT AND REFERRALS Acting City Manager Keith Stahley reported: 1. No Council meeting October 4. 4. Mayor Pro Tem Jones will participate at the October 11 Council meeting via telephone. 5.
