ROLL CALL Present: 5 - Mayor Cheryl Selby, Councilmember Jessica Bateman, Councilmember Clark Gilman, Councilmember Julie Hankins and Councilmember Jeannine Roe Excused: 2 - Mayor Pro Tem Nathaniel Jones and Councilmember Jim Cooper 1.A ANNOUNCEMENTS - None 1.B APPROVAL OF AGENDA Item 2.A Special Recognition - 2016 National Gold Medal Finalist for Parks, Arts and Recreation has been postponed and will be included in the Year End Highlights presentation in December. The agenda was approved as amended. 2. SPECIAL RECOGNITION 2.A 16-1170 Special Recognition - 2016 National Gold Medal Finalist for Parks, Arts and Recreation The recognition was postponed. 3. PUBLIC COMMUNICATION The following people spoke: Bill Knowles, Jenny Heddin, Russell Manary, Sage Bingley, Olivia Smith, Noah Martin, Alison Miekle, Chris Schwarz, Tyler Jacobs and Renata Rollins. COUNCIL RESPONSE TO PUBLIC COMMUNICATION (Optional) Mayor Selby noted the City is moving forward on three pathways regarding housing and homelessness: 1. The topic of the next regional meeting will be affordable housing to discuss how to work on the issue regionally, as well as discuss the potential of an affordable housing ballot measure. 2. Mayor Selby and Councilmember Cooper are working on referrals to be discussed at a future Council meeting. The first referral is for the Finance Committee to engage City of Olympia Page 1 City Council Meeting Minutes October 18, 2016 with Homes First to determine how the City can contribute to the impact investing pool for affordable housing. The second referral is for the Land Use Committee to review zoning impacts on affordable housing. 3. The City will be scheduling a Study Session to discuss homelessness. Assistant City Manager Jay Burney discussed the City’s role in response to declared emergencies which includes working with Red Cross and the Olympia School District to open facilities. He also discussed the need to review best practices and protocols regarding sheltering during weather events such as the one this past weekend. He suggested a future Study Session to discuss and clarify the City’s role and response during such events. Councilmembers thanked those who provided public comment and those who provided shelter during the storm. Councilmember Roe read a list of groups active in the community providing housing support and noted Thurston County spent $3 million dollars last year on housing efforts. She expressed the need to work together and consolidate efforts as everyone moves forward. 16-1179 Approval of Request to Use $17,200 of Council Goal Funds to support the Interfaith Works Winter Warming Center Assistant City Manager Jay Burney dicussed the request from Interfaith Works. Interfaith Works submitted a request to Thurston County for emergency funding support through the Community Investment Partnership and were offered a tentative match opportunity if they could get Olympia, Lacey and Tumwater on board to support this effort as well. Interfaith Works has requested support for each jurisdiction based on population proportions, which for the City of Olympia is $17,200. Councilmembers discussed the request. Councilmember Bateman moved, seconded by Councilmember Hankins, to approve the use of $17,200 of Council Goal Funds to support the Interfaith Works Winter Warming Center. SECOND READINGS - None 4. FIRST READINGS - None 5. PUBLIC HEARING 5.A 16-1136 Public Hearing on the Preliminary 2017-2022 Capital Facilities Plan (CFP) Assistant Superintendent Jennifer Priddy gave a brief summary of the 2017 - 2022 Olympia School District CFP. Administrative Services Director Jane Kirkemo gave a brief summary of the 2017 - 2022 City of Olympia CFP. She noted the next public hearing will be on the Capital and Operating Budget on November 15 and the CFP will come before Council for adoption on December 13. Several Advisory Committees shared feedback on the draft CFP: Carole Richmond of the Planning Commission, Michelle Barnett of the Utility Advisory Committee and Christina Lock of the Bicycle and Pedestrian Advisory Committee. Councilmembers asked clarifying questions. Mayor Selby opened the public hearing at 8:47 p.m. The following people spoke: Bob Jacobs and Denise Pentelis. Mayor Selby closed the public hearing at 8:53 p.m. The public hearing was held and left open for written comments until Friday, October 21 at 5:00 p.m. 6. OTHER BUSINESS 6.A 16-1153 LOTT State of the Utility Presentation LOTT Executive Director Mike Strub gave the yearly LOTT State of the Utility Presentation. Councilmembers asked clarifying questions. REPORTS AND REFERRALS 8.A COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers discussed meetings and events attended. 8.B CITY MANAGER'S REPORT AND REFERRALS Mr. Burney highlighted two upcoming events. On Friday October 21, there will be a ribbon cutting event for the 22nd avenue sidewalk project and on Saturday, October 22, there will be a celebration of the recent LBA Woods acquisition. 9.
