BUSINESS ITEMS 2.A 18-0587 Multi-Family Tax Exemption - Residential Target Area Boundaries Briefing Community Planning and Development (CP&D) Deputy Director Leonard Bauer gave an overview of the Multi-Family Tax Exemption Program. He gave an overview of the purpose of the Revised Code of Washington (RCW) 84.14, which provides added incentives to promote construction of multi-family housing in designated residential target areas. He shared how the process works. Mr. Bauer reviewed the current and potential multi-family tax exemption areas. He pointed out where there are multi-family tax exemption areas in Lacey and Tumwater. Mr. Bauer shared the current definitions of affordable housing, as well as low and moderate income households. He shared data on how Seattle, Vancouver, Tacoma, Everett and Renton address housing affordability targets. Councilmembers asked clarifying questions. The study session was completed. 2.B 18-0371 Impact Fee Abatement Briefing CP&D Director Keith Stahley gave an overview of impact fee abatement. He began by explaining what impact fees are. An impact fee is a tax on development used to pay for its proportionate share of the impacts to public facilities. The City of Olympia collects impact fees for transportation, parks and school facilities. The fees are charged only for new construction or changes in building use that create a need for street improvements, schools or parks facilities. City of Olympia Page 1 City Council Meeting Minutes June 19, 2018 Mr. Stahley shared the impact fee rates and potential changes. He noted other communities with impact fee waivers include Bellingham, Vancouver, Bainbridge Island, Bellevue, Gig Harbor, Covington, Kirkland and Mercer Island. He noted a school district who receives school impact fees must approve any exemption. He reviewed some details that would need to be reviewed before moving forward with implementing exemptions.
