2. BUSINESS ITEM
2.A 18-1019 Briefing on the Lower Deschutes Basin Planning Process
Department of Enterprise Services (DES) Assistant Director of Facilities Professional
Services Division Bill Frare gave background on the topic.
EnviroIssues Senior Associate Ray Outlaw gave an overview of the project and
discussed key issues of water quality standard violations; sediment management issues;
presence of invasive species; and restricted active community use. He shared
parameters of the funding appropriation as outlined in Engrossed Substitute Senate Bill
6095.
Mr. Outlaw reviewed phases of the Environmental Impact Statement (EIS) process,
project scoping efforts, engagement approach and stakeholder outreach. He noted
through early 2019 project activities include completion of scoping; reviewing public
comments and identifying themes; issue scoping report; define scope EIS; and conduct
technical analyses to support the EIS. Floyd Snider Project Manager Tessa Gardner
Brown shared the project coordination with the City of Olympia thus far.
Councilmembers asked clarifying questions.
The study session was completed.
