ROLL CALL Present: 6 - Mayor Cheryl Selby, Mayor Pro Tem Jessica Bateman, Councilmember Jim Cooper, Councilmember Nathaniel Jones, Councilmember Lisa Parshley and Councilmember Renata Rollins Excused: 1 - Councilmember Clark Gilman 1.A ANNOUNCEMENTS Strategic Communications Director Kellie Purce Braseth provided highlights about recent and upcoming homeless response activities. 1.B APPROVAL OF AGENDA Mayor Selby added Item 9.A, an Executive Session, at the end of the meeting. The agenda was approved as amended. 2. SPECIAL RECOGNITION - None 3. PUBLIC COMMENT CC Coates spoke. 4. CONSENT CALENDAR 4.A 19-0094 Approval of January 15, 2019 Study Session Meeting Minutes The minutes were adopted. 4.B 19-0095 Approval of January 15, 2019 City Council Meeting Minutes The minutes were adopted. 4.D 19-0012 Advancement of the 2019 Comprehensive Plan Amendment - Initial Screening The decision was adopted. 4. SECOND READINGS (Ordinances) - None City of Olympia Page 1 City Council Meeting Minutes January 22, 2019 4. FIRST READINGS (Ordinances) 4.E 19-0091 Approval of an Ordinance Extending the Term of the Cable Television Franchise with Comcast of Washington IV, Inc. The ordinance was approved on first reading and moved to second reading. Approval of the Consent Agenda Councilmember Parshley moved, seconded by Mayor Pro Tem Bateman, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 6 - Mayor Selby, Mayor Pro Tem Bateman, Councilmember Cooper, Councilmember Jones, Councilmember Parshley and Councilmember Rollins Excused: 1 - Councilmember Gilman PULLED FROM CONSENT CALENDAR 4.C 19-0089 Approval of 2019 Council Meeting Calendar and Intergovernmental and Committee Assignments Councilmember Cooper noted a correction to the Communications Board TCOMM 911 Council assignments. He indicated the delegate is Renata Rollins instead of Jim Cooper, and the alternate is Jim Cooper instead of Lisa Parshley. Councilmember Cooper moved, seconded by Councilmember Jones, to approve the 2019 Council meeting calendar and Intergovernmental and committee assignments with the correction to the Communications Board as noted. The motion carried by the following vote: Aye: 6 - Mayor Selby, Mayor Pro Tem Bateman, Councilmember Cooper, Councilmember Jones, Councilmember Parshley and Councilmember Rollins Excused: 1 - Councilmember Gilman 5. PUBLIC HEARING - None 6. OTHER BUSINESS 6.A 19-0080 Approval of West Bay Art Crossing Artist Team Arts Program Manager Stephanie Johnson gave background on the project and Arts Commission Chair Timothy Grisham highlighted the artist team recommendation. Mayor Pro Tem Bateman moved, seconded by Councilmember Parshley, to City of Olympia Page 2 City Council Meeting Minutes January 22, 2019 approve Lin McJunkin and Milo White as public artists for the West Bay Art Crossing project. The motion carried by the following vote: Aye: 6 - Mayor Selby, Mayor Pro Tem Bateman, Councilmember Cooper, Councilmember Jones, Councilmember Parshley and Councilmember Rollins Excused: 1 - Councilmember Gilman 6.B 19-0011 Approval of Ordinance Updating the City of Olympia Sign Code Senior Planner Joyce Phillips presented updates to the sign code ordinance. Councilmembers asked clarifying questions. Councilmember Jones moved, seconded by Councilmember Cooper, to approve the ordinance amending the Olympia Municipal Code related to signs, on first reading and forward to second reading. The motion carried by the following vote: Aye: 6 - Mayor Selby, Mayor Pro Tem Bateman, Councilmember Cooper, Councilmember Jones, Councilmember Parshley and Councilmember Rollins Excused: 1 - Councilmember Gilman 6.C 19-0076 Briefing on the Homeless Response Plan Process Downtown Programs Manager Amy Buckler and Senior Planner Stacey Ray briefed the Council on homeless response plan process efforts. The information was provided. 7. CONTINUED PUBLIC COMMENT - None 8. REPORTS AND REFERRALS 8.A COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on meetings attended. 8.B CITY MANAGER'S REPORT AND REFERRALS City Manager Steve Hall discussed federal shutdown impacts on federal employees who live locally. He reported the PUD recently made a decision to not shut off utilities or charge late fees to federal employees. He indicated the City will also work with federal employees who have been furloughed or are not being paid and invited those in need to contact the City for utility bill payment arrangements. 9. EXECUTIVE SESSION City of Olympia Page 3 City Council Meeting Minutes January 22, 2019 9.A 19-0102 Executive Session Pursuant to RCW 42.30.110(1)(i); Litigation and Potential Litigation Mayor Selby recessed the meeting to Executive Session at 8:55 p.m. pursuant to RCW 42.30.110(1)(i) to discuss litigation and potential litigation. She announced no decisions will be made, the meeting is expected to last no longer than 45 minutes, and the Council will adjourn immediately following the Executive Session. The City Attorney was present at the Executive Session. No decisions were made. 9. ADJOURNMENT The meeting adjourned at 9:40 p.m. City of Olympia Page 4

ROLL CALL 1.A ANNOUNCEMENTS 1.B APPROVAL OF AGENDA 2. SPECIAL RECOGNITION - None 3. PUBLIC COMMENT (Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.) During this portion of the meeting, citizens may address the City Council regarding items related to City business, including items on the Agenda. In order for the City Council to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Council in these three areas: (1) on agenda items for which the City Council either held a Public Hearing in the last 45 days, or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a matter on which the City Council will be required to act in a quasi-judicial capacity, or (3) where the speaker promotes or opposes a candidate for public office or a ballot measure. Individual comments are limited to three (3) minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting on individual remarks until all public comment has been taken. The City Council will allow for additional public comment to be taken at the end of the meeting for those who signed up at the beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
