Mayor Selby announced the Council met earlier in a Study Session for a safety briefing.
No decisions were made.

The agenda was approved.

The minutes were adopted.

The minutes were adopted.

Payroll check numbers 92575 through 92594 and Direct Deposit transmissions: Total:

The decision was adopted.

4.I 20-0129 Approval of an Ordinance Enacting a New Chapter of the Olympia
Municipal Code Regulating the Retail Sale of Dogs and Cats
The ordinance was adopted on second reading.

4.J 20-0170 Approval of an Ordinance Amending Title 4 of the Olympia Municipal
Code Relating to Residential Parking Fees
The ordinance was approved on first reading and moved to second reading.
Approval of the Consent Agenda
Councilmember Parshley moved, seconded by Councilmember Cooper, to
adopt the Consent Calendar. The motion carried by the following vote:

5. PUBLIC HEARING
5.A 20-0182 Public Hearing on a Development Agreement with Low-Income Housing
Institute for 2828 Martin Way
Interim Community Planning and Development Director Leonard Bauer gave an overview
of a development agreement with the Low-Income Housing Institute for 2828 Martin Way.
Councilmembers asked clarifying questions.
Mayor Selby opened the public hearing at 7:37p.m. The following people spoke: Eric
Blank and Bernie Meyer. Mayor Selby closed the public hearing closed at 7:40 p.m.
Mayor Pro Tem Bateman moved, seconded by Councilmember Cooper, to
adopt the a resolution approving a development agreement with the
Low-Income Housing Institute for residential development to serve
low-income individuals at 2828 Martin Way. The motion carried by the
following vote:

6. OTHER BUSINESS
6.A 20-0059 Draft 2019 Wastewater Management Plan Briefing
Engineering and Planning Supervisor Susan Clark gave a briefing on the draft 2019
Wastewater Management Plan.
Water Resources Engineer Diane Utter demonstrated a portable flow monitor that
records the depth of a sewer and shared how they will be used.
The City Council agreed to having a public hearing regarding the draft Plan and asked
clarifying questions.
The information was received.

The following people spoke: Donna Snow, Ashly Dale, Ellen Dorfman, Lisa Gillotti,
Brenna Anderst, and Michelle Andrews.

3. PUBLIC COMMENT
(Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.)
During this portion of the meeting, citizens may address the City Council regarding items related to City
business, including items on the Agenda. In order for the City Council to maintain impartiality and the
appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political
campaigns, speakers will not be permitted to make public comments before the Council in these three
areas: (1) on agenda items for which the City Council either held a Public Hearing in the last 45 days, or
will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a matter on
which the City Council will be required to act in a quasi-judicial capacity, or (3) where the speaker
promotes or opposes a candidate for public office or a ballot measure.
Individual comments are limited to three (3) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
