Present: 7 - Mayor Cheryl Selby, Mayor Pro Tem Jessica Bateman,
Councilmember Jim Cooper, Councilmember Clark Gilman,

Councilmember Renata Rollins
1.A ANNOUNCEMENTS
Mayor Selby read a statement regarding the COVID-19 pandemic.
1.B APPROVAL OF AGENDA
The agenda was approved.
2. SPECIAL RECOGNITION - None
3. PUBLIC COMMENT
Mayor Selby noted one person provided public comment this week.
4. CONSENT CALENDAR
Councilmembers commented on Items 4B, 4C, 4E, and 4F. Councilmember Rollins
requested a referral to staff regarding a naming policy, particularly related to streets.
4.A 20-0339 Approval of April 14, 2020 City Council Meeting Minutes
The minutes were adopted.
4.B 20-0330 Approval of a Resolution Authorizing Acceptance of Grant Funding from
Washington Association of Sheriffs and Police Chiefs for Expansion of
the Familiar Faces Program
The resolution was adopted.
4.C 20-0340 Approval of a Resolution Authorizing an Interlocal Agreement between
the City of Olympia and the LOTT Clean Water Alliance for Public Health

Emergency Support Funding
The resolution was adopted.
4.D 20-0341 Bills and Payroll Certification
Payroll check numbers 92640 through 92641, 92676 through 92700 and Direct Deposit
transmissions: Total: $4,746,163.24; Claim check numbers 3724507 through 3725217:
Total: $7,088,337.39.
The decision was adopted.
4. SECOND READINGS (Ordinances)
4.E 20-0308 Approval of an Ordinance Renaming and Readdressing the North-South
Leg of Stoll Road SE to Franz Anderson Road SE
The ordinance was adopted on second reading.
4. FIRST READINGS (Ordinances)
4.F 20-0329 Approval of an Ordinance to Establish a Process to Add a Pool of Citizen
Representatives to Assist with Investigations Pursuant to State Initiative
940
The ordinance was approved on first reading and moved to second reading.
Approval of the Consent Agenda
Councilmember Gilman moved, seconded by Councilmember Parshley, to
adopt the Consent Calendar. The motion carried by the following vote:
Aye: 7 - Mayor Selby, Mayor Pro Tem Bateman, Councilmember Cooper,
Councilmember Gilman, Councilmember Madrone, Councilmember
Parshley and Councilmember Rollins

6. OTHER BUSINESS
6.A 20-0310 Approval of an Ordinance Amending the City of Olympia Zoning Map to
Rezone the Stoll Road Property
Associate Planner Lydia Moorehead briefly explained the rezone request and the
process leading up to Council's decision tonight.
Councilmembers asked clarifying questions.

Mayor Pro Tem Bateman moved, seconded by Councilmember Parshley, to
approve the ordinance amending the City of Olympia zoning map to rezone
the Stoll Road property from Manufactured Housing Park (MHP) to High
Density Corridor-4 (HDC-4), on first reading and forward to second reading.
The motion carried by the following vote:
Aye: 7 - Mayor Selby, Mayor Pro Tem Bateman, Councilmember Cooper,
Councilmember Gilman, Councilmember Madrone, Councilmember
Parshley and Councilmember Rollins

8.A COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS
Councilmembers reported on webinar meetings attended and upcoming Town Halls.
Mayor Selby announced the next Council meeting will be May 5. There is no meeting
next week.
8.B CITY MANAGER'S REPORT AND REFERRALS
Interim City Manager Jay Burney noted upcoming discussions regarding revenue
shortfalls due to the COVID-19 pandemic at the April 29 Finance Committee meeting
and the May 5 Council meeting.
9. ADJOURNMENT
