ROLL CALL Present: 7 - Mayor Cheryl Selby, Mayor Pro Tem Jessica Bateman, Councilmember Jim Cooper, Councilmember Clark Gilman, Councilmember Dani Madrone, Councilmember Lisa Parshley and Councilmember Renata Rollins 1.A ANNOUNCEMENTS Mayor Selby briefly discussed the COVID-19 pandemic and noted there have been no new cases reported in Thurston County in the last 24 hours. 1.B APPROVAL OF AGENDA The agenda was approved. 2. SPECIAL RECOGNITION - None 3. PUBLIC COMMENT - Written Comment Only Mayor Selby noted two citizens submitted public comment regarding the public hearing topic. 4. CONSENT CALENDAR 4.A 20-0324 Approval of March 24, 2020 City Council Meeting Minutes The minutes were adopted. 4.B 20-0309 Approval of a Resolution Related to Moratoriums on Rents and Mortgage Payments Due During the Novel Coronavirus Covid-19 Pandemic The resolution was adopted. 4.C 20-0296 Approval of a Resolution Authorizing the City Manager to Execute a Professional Services Agreement with KPG, P.S. for Engineering Design Services for the Fones Road Improvement Project City of Olympia Page 1 City Council Meeting Minutes April 14, 2020 The resolution was adopted. 4.D 20-0322 Approval to Appropriate 2019 Year-End Funds The decision was adopted. 4.E 20-0312 Approval of the Revised 2020 Finance Committee Work Plan The decision was adopted. 4.F 20-0313 Approval of a Labor Contract with the International Association of Fire Fighters, Fire Department Mechanics, Local 468 The contract was adopted. 4. SECOND READINGS (Ordinances) - None 4. FIRST READINGS (Ordinances) 4.G 20-0308 Approval of an Ordinance Renaming and Readdressing the North-South Leg of Stoll Road SE to Franz Anderson Road SE The ordinance was approved on first reading and moved to second reading. 4.H 20-0316 Approval of an Ordinance Adding a New Chapter to Title 8 of the Olympia Municipal Code, Health and Safety, Relating to the State Department of Health - First and Final Reading The ordinance was adopted on first and final reading. 4.I 20-0317 Approval of an Ordinance Amending Olympia Municipal Code Section 16.04.050 Relating to Duties and Powers of the Building Official - First and Final Reading The ordinance was adopted on first and final reading. 4.J 20-0320 Approval of an Ordinance Amending Olympia Municipal Code Chapter 2.24 Relating to the Department of Emergency Management - First and Final Reading The ordinance was adopted on first and final reading. Approval of the Consent Agenda Councilmember Parshley moved, seconded by Mayor Pro Tem Bateman, to adopt the Consent Calendar. PUBLIC HEARING 5.A 20-0318 Public Hearing on Resolution Declaring Exigent Financial Circumstances Interim City Manager Jay Burney discussed how the pandemic will impact the 2020 and 2021 budget. He highlighted steps the City is taking to manage revenue shortfalls and manage expenses. Parks, Arts & Recreation Director Paul Simmons discussed the agreement between the City of Olympia and Metropolitan Park District Board and the requirement for a public hearing when funding for parks will be impacted. Mayor Selby opened the public hearing at 7:21 p.m. The following people spoke: Karen Messmer, Jim Lazar, and Bob Jacobs. Mayor Selby closed the public hearing at 7:31 p.m. Councilmembers provided comments in response to citizen testimony. Mayor Selby moved, seconded by Councilmember Cooper, to adopt a resolution declaring that the City is experiencing exigent financial circumstances. The motion carried by the following vote: Aye: 7 - Mayor Selby, Mayor Pro Tem Bateman, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone, Councilmember Parshley and Councilmember Rollins 6. OTHER BUSINESS - None 7. CONTINUED PUBLIC COMMENT - None 8. REPORTS AND REFERRALS 8.A COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on webinar meetings attended and upcoming Town Halls.
