CONSENT CALENDAR 4.A 20-0929 Approval of November 2, 2020 City Council Meeting Minutes The minutes were adopted. 4.B 20-0919 Approval to Appoint Councilmember Gilman as Chair of the Ad Hoc Public Safety Committee The decision was adopted. 4.C 20-0873 Approval of a Resolution Authorizing the City Manager to Sign All Necessary Documents Pertaining to the Olympia Area Rowing Binding Site Plan Fourth Amendment The recommendation was adopted. 4.D 20-0874 Approval of a Resolution Authorizing an Easement Agreement with 3rd City of Olympia Page 1 City Council Meeting Minutes November 10, 2020 GEN INVESTMENT GROUP 2 LLC for Property Located at 510 State Avenue NE The resolution was adopted. 4.E 20-0910 Approval of a Resolution Authorizing an Interagency Agreement with Department of Enterprise Services for the Capitol Lake/Deschutes Estuary Environmental Impact Statement Funding and Governance Workgroup The resolution was adopted. 4.F 20-0887 Approval of a Resolution Authorizing a Grant Agreement with the Low Income Housing Institute for Construction of Low-Income Housing and a Shelter, Phase 1 of Redevelopment of 2828 Martin Way East The resolution was adopted. 4.G 20-0885 Approval of a Resolution Authorizing a Grant Agreement with Interfaith Works for Construction of a Homeless Shelter, Phase 1 of Redevelopment of 2828 Martin Way East The resolution was adopted. Approval of the Consent Agenda Councilmember Parshley moved, seconded by Mayor Pro Tem Bateman, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 7 - Mayor Selby, Mayor Pro Tem Bateman, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone, Councilmember Parshley and Councilmember Rollins 4. PUBLIC HEARING 5.A 20-0909 Public Hearing on the 2022-2027 Six-Year Transportation Improvement Program The public hearing was held and closed. 5.B 20-0912 Public Hearing to Consider an Amendment to the Community Development Block Grant Program Year 2019 Action Plan Coronavirus Funding Allocation City of Olympia Page 2 City Council Meeting Minutes November 10, 2020 The public hearing was held and closed. Councilmember Cooper moved, seconded by Councilmember Parshley, to approve the CDBG CV-3 Coronavirus Program Year 2019 Action Plan amendment. The motion carried by the following vote: Aye: 7 - Mayor Selby, Mayor Pro Tem Bateman, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone, Councilmember Parshley and Councilmember Rollins 5.C 20-0921 Public Hearing on an Ordinance Setting the 2021 Ad Valorem Tax The public hearing was held and closed. 6. OTHER BUSINESS 6.A 20-0922 Approval of a Resolution Declaring Substantial Need for the Purposes of the Setting Property Tax Levy for 2020 for 2021 Collections Councilmember Cooper moved, seconded by Councilmember Parshley, to approve a resolution declaring a substantial need and authorize the use of a limit factor of 101% for setting the property tax levy for 2020 to be collected in 2021. The motion carried by the following vote: Aye: 7 - Mayor Selby, Mayor Pro Tem Bateman, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone, Councilmember Parshley and Councilmember Rollins 6.B 20-0923 Approval of an Ordinance Setting the 2021 Ad Valorem Tax Councilmember Cooper moved, seconded by Councilmember Parshley, to approve on first reading and forward to second reading an ordinance setting the 2021 Ad Valorem tax in the amount $19,609,492.81 for the City’s Regular Levy (including refunds) and $1,063,356.45 for the Excess Levy on the Fire bonds (including refunds). The motion carried by the following vote: Aye: 7 - Mayor Selby, Mayor Pro Tem Bateman, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone, Councilmember Parshley and Councilmember Rollins 6.C 20-0920 Discussion of Budget Special Topics - Utility Rates, General Facility Charges, Impact Fees, Parking Business Improvement Area, Lodging Tax, and Council Appointed Committee Stipends The discussion was completed. 7. ROLL CALL 1.A ANNOUNCEMENTS 1.B APPROVAL OF AGENDA 2. SPECIAL RECOGNITION - None 3. PUBLIC COMMENT (Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.) During this portion of the meeting, citizens may address the City Council regarding items related to City business, including items on the Agenda. In order for the City Council to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Council in these three areas: (1) on agenda items for which the City Council either held a Public Hearing in the last 45 days, or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a matter on which the City Council will be required to act in a quasi-judicial capacity, or (3) where the speaker promotes or opposes a candidate for public office or a ballot measure. Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting on individual remarks until all public comment has been taken. The City Council will allow for additional public comment to be taken at the end of the meeting for those who signed up at the beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
