1.A ANNOUNCEMENTS
Strategic Communications Director Kellie Purce Braseth gave an update on City
operations effected by the Governor's recent order related to COVID-19.
Parks, Arts & Recreation Director Paul Simmons gave an update on recent outreach
related to Parks projects. He noted there are three feedback opportunities at
EngageOlympia.com.

2.A 20-0938 Special Recognition - Stream Team 30th Anniversary
The recognition was received.

4.B 20-0937 Approval of a Resolution Authorizing an Intergovernmental Agreement
with the Cities of Olympia, Lacey, Yelm, and Tumwater, the Port of
Olympia, Thurston County, and Intercity Transit to Contribute Costs
Toward the Maintenance of the Centennial Station/Amtrak Depot
The resolution was adopted.
4.C 20-0940 Approval of a Resolution Authorizing the Pursuit of a Drinking Water
State Revolving Fund Construction Loan for Boulevard Road Reservoir
Rehabilitation
The resolution was adopted.

4.D 20-0923 Approval of an Ordinance Setting the 2021 Ad Valorem Tax
The ordinance was adopted on second reading.
Approval of the Consent Agenda
Mayor Pro Tem Bateman moved, seconded by Councilmember Parshley, to
adopt the Consent Calendar. The motion carried by the following vote:
Aye: 6 - Mayor Selby, Mayor Pro Tem Bateman, Councilmember Gilman,
Councilmember Madrone, Councilmember Parshley and
Councilmember Rollins
Excused: 1 - Councilmember Cooper

5. PUBLIC HEARING
5.A 20-0944 Public Hearing on the 2021 Preliminary Operating Budget and
Preliminary Capital Facilities Plan and 2021 - 2026 Financial Plan
Finance Director Nanci Lien gave an overview of the 2021 Preliminary Operating Budget
and Capital Facilities Plan. Councilmembers asked clarifying questions.
Mayor Selby opened the hearing at 6:29 p.m. Zoe Torres spoke. Mayor Pro Tem
Bateman closed the hearing at 6:34 p.m.
The public hearing was held and closed.

6.A 20-0939 Thurston Climate Mitigation Plan Update

Public Works Director Rich Hoey and Thurston Regional Planning Council Senior
Planner Allison Osterberg gave a briefing on the Thurston Climate Mitigation Plan.
Councilmembers asked clarifying questions.
The information was received.
6.B 20-0951 Discussion of Upcoming Vacant Council Position Recruitment Process
Ms. Purce Braseth presented a plan to recruit and interview for the upcoming City
Council position, which will be vacant beginning in January when Mayor Pro Tem
Bateman moves on to her position in the State legislature.
Councilmembers asked clarifying questions.
The discussion was completed.

During this portion of the meeting, citizens may address the City Council regarding items related to City
business, including items on the Agenda. In order for the City Council to maintain impartiality and the
appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political
campaigns, speakers will not be permitted to make public comments before the Council in these three
areas: (1) on agenda items for which the City Council either held a Public Hearing in the last 45 days, or
will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a matter on
which the City Council will be required to act in a quasi-judicial capacity, or (3) where the speaker
promotes or opposes a candidate for public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
