1.A ANNOUNCEMENTS
Assistant City Manager Keith Stahley gave a health and safety update on the
encampment on Deschutes Parkway. He said the property owners have started trespass
proceedings and on December 3 written notice will be given to campers to leave the
premises by December 6. Mr. Stahley noted by December 10 the location will be
cleaned up of any debris left behind. After that, anyone attempting to camp on the
property will be trespassed. Staff are working to find alternate shelter locations for the
most vulnerable who are currently at the location.

Olympia and the Olympia Farmers Market for Operation and
Maintenance
The resolution was adopted.
4.F 21-1131 Approval of a Resolution Authorizing the Application for a U.S.
Environmental Protection Agency Brownfield Assessment Grant and
Accepting the Terms and Conditions of such Grant, Should it be Awarded
The resolution was adopted.
4.G 21-1139 Approval of a Substantial Amendment to Reallocate Program Year 2015
and Program Year 2016 Community Development Block Grant Funds
The decision was adopted.

Approval of the Consent Agenda
Councilmember Parshley moved, seconded by Councilmember Madrone, to

adopt the Consent Calendar. The motion carried by the following vote:

5. PUBLIC HEARING
5.A 21-1125 Public Hearing on the 2022 Preliminary Operating Budget
Councilmember and Finance Chair Jim Cooper thanked staff and Council for navigating
an incredibly complex budget. Finance Director Aaron BeMiller, Public Works Director
Rich Hoey, Assistant City Manager Keith Stahley, and Assistant City Manager Debbie
Sullivan gave a brief overview of the 2022 Preliminary Operating Budget and final
revisions.
Mayor Selby opened the public hearing at 7:57 p.m. No one spoke. She closed the
public hearing at 7:57 p.m.
The public hearing was held and closed.
6. OTHER BUSINESS
6.A 21-1126 2022 Preliminary Operating Budget Balancing Discussion
Mr. BeMiller opened the discussion on the 2022 Preliminary Operating Budget to identify
any changes the Council would like to bring forward. No changes were discussed.
Councilmember Cooper moved, seconded by Councilmember Parshley, to
approve the City Manager and Finance Committee recommendations for the
2022 capital and operating budgets and direct staff to prepare a budget
ordinance for consideration at the December 7 business meeting. The motion
carried by the following vote:

8.AA 21-1141 Consider a Referral to the Utility Advisory Commission Related to Water
and Urban Agriculture
Councilmember Madrone put forward a referral that would direct the Utility Advisory
Committee to do the following:
1. Create a separate classification for urban farms and community gardens for irrigation
rates to address the affordability of urban food production.
2. Research and advise on a program that would allow urban farms and community
gardens to get permits to access hydrants.
3. Connect with the Lacey, Olympia, Tumwater, and Thurston Clean Water Alliance
(LOTT) to explore opportunities to use reclaimed water for food production.
Councilmembers asked clarifying questions.
The referral was approved.
8.B CITY MANAGER'S REPORT AND REFERRALS
City Manager Jay Burney discussed the City's holiday vehicle parades through
neighborhoods that will occur throughout the month of December.

During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these three areas: (1) on agenda items for which the City Council either held a Public Hearing in the last
45 days, or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a
matter on which the City Council will be required to act in a quasi-judicial capacity, or (3) where the
speaker promotes or opposes a candidate for public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
