Councilmember Parshley discussed the 140 year anniversary of the Women's Club of
Olympia.

2.A 23-0223 Special Recognition - Proclamation Recognizing Disability Awareness
Month
Councilmembers read a proclamation recognizing March as Disability Awareness
Month.
Disability Inclusion Network representative Joslyn Nelson accepted the proclamation.
The recognition was received.

6.A 23-0217 Approval of a Resolution Authorizing the Sale of City Owned Real
Property Located at 3900 Boulevard Road SE to South Puget
Sound Habitat for Humanity for Affordable Low-Income Housing
Economic Development Director Mike Reid and Habitat for Humanity Chief Executive
Officer Carly Colgan shared an overview of the sale of City property located at 3900
Boulevard Road SE to South Puget Sound Habitat for Humanity for affordable
low-income housing. They shared renderings and information of the proposed housing
on the site.
Councilmembers asked clarifying questions.
Councilmember Madrone moved, seconded by Councilmember Parshley, to
approve of a resolution authorizing the sale of City-owned, real property
located at 3900 Boulevard Road SE to South Puget Sound Habitat for
Humanity for affordable low-income housing. The motion carried by the
following vote:
Aye: 5 - Mayor Selby, Mayor Pro Tem Gilman, Councilmember Huỳnh,
Councilmember Madrone and Councilmember Parshley
Excused: 2 - Councilmember Cooper and Councilmember Payne
6.B 23-0179 Approval of the 2023 Plinth Project Sculptures for Exhibition
Arts Program Specialist Angel Nava and Arts Commission Chair Jim Burlingame
highlighted the selection process and recommended sculptures to exhibit as part of this
year's Plinth project.
Councilmembers asked clarifying questions.
Councilmember Parshley moved, seconded by Councilmember Huỳnh, to
approve the Arts Commission recommended sculptures for the 2023 Percival

Plinth Project Exhibition. The motion carried by the following vote:

6.C 23-0219 March 2022 Officer Involved Shooting Community Representative
Debrief
Police Lieutenant Dan Smith gave an overview of the critical incident that occurred on
March 31, 2022 and the role of community representatives. He shared the five principles
of an IIT; independence; transparency; communication; credible process and credible
investigators.
Community representatives Anna Held, Garrett Cooper and Reiko Callner discussed
their experience serving on the internal review board.
Councilmembers asked clarifying questions.
The information was received.

Councilmembers reported on meetings and events attended.

City Manager Burney reported this coming Friday two employees will be graduating from
the Northwest Leadership Academy; Suki Bell and Laura Keehan.

During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these three areas: (1) on agenda items for which the City Council either held a Public Hearing in the last
45 days, or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a
matter on which the City Council will be required to act in a quasi-judicial capacity, or (3) where the
speaker promotes or opposes a candidate for public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
