SPECIAL RECOGNITION 2.A 23-0439 Special Recognition - Proclamation Recognizing Global Accessibility Awareness Day Councilmembers read a proclamation recognizing Global Accessibility Awareness Day. The proclamation was received by Disability and Inclusion Network representative Sarah Norton and Social Justice and Equity Commissioner Larry Watkinson. The recognition was received. 2.B 23-0437 Special Recognition - Proclamation Recognizing Public Works Week and Presentation of American Public Works Association Award Councilmembers read a proclamation recognizing Public Works Week. American Public Works Association Washington Chapter Representative Lauren Behm presented an award for the City's Franklin Street Improvement Project. The recognition was received. 2.C 23-0438 Special Recognition - Proclamation Recognizing Olympia Bicycle Month City of Olympia Page 1 City Council Meeting Minutes May 16, 2023 Councilmembers read a proclamation recognizing Olympia Bicycle Month. Program Specialist Kristin Gilkerson and Intercity Transit Bicycle Community Challenge Coordinator Duncan Green shared information regarding the 26th annual Thurston County Bicycle Community Challenge. The recognition was received. 3. CONSENT CALENDAR 4.A 23-0447 Approval of May 9, 2023 City Council Meeting Minutes The minutes were adopted. 4.B 23-0426 Approval of 2023 Neighborhood Matching Grants The decision was adopted. 4.C 23-0441 Approval of Appointments of the Inaugural Members of the Cultural Access Program Advisory Board The decision was adopted. 4.D 23-0444 Approval of an Appointment to the Arts Commission to Fill a Vacancy The decision was adopted. 4.E 23-0445 Approval of an Appointment to the Heritage Commission to Fill a Vacancy The decision was adopted. 4. Approval of the Consent Agenda Councilmember Madrone moved, seconded by Councilmember Payne, to adopt the Consent Calendar. PUBLIC HEARING - None 6. OTHER BUSINESS 6.A 23-0446 Approval of the Downtown Improvement and Theater District Funding Package Economic Development Director Mike Reid gave an overview of a funding package that will include downtown improvement efforts such as lighting enhancements, support for vacant space activation/retail pop-up program, a placemaking microgrant program, expanded sidewalk pressure washing, and support for the expansion of the popular “LoveOly” brand campaign such as window clings for vacant storefronts, street pole banners, and pole wraps. The package will also award funding to three theaters in downtown in exchange for the development of and annual reporting on low-income access programs and reporting on disability access improvements made to the facilities. The theaters are Harlequin Productions, Olympia Family Theater and the Olympia Film Society - Capitol Theater. Also included in the funding is the Olympia Indie Music History Project. The total funding would be $412,500 and would come from the Economic Development Reserves. Councilmembers asked clarifying questions. Councilmember Madrone moved, seconded by Councilmember Payne, to approve the Downtown Improvement and Theater District Funding Package. The ordinance was postponed. 7. CONTINUED PUBLIC COMMENT - None 8. COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on meetings and events attended. 9. CITY MANAGER'S REPORT AND REFERRALS City Manager Burney reported the Finance Committee meeting scheduled for May 17 has been cancelled. 10.
