2.A 23-0443 Special Recognition - Proclamation Recognizing Juneteenth
Councilmembers read a proclamation recognizing Juneteenth.
Women of Color in Leadership Movement Executive Director and Founder Shawna
Hawk discussed the significance of Juneteenth and the celebration the City is holding
on June 18, 2023 at Rebecca Howard Park.
The recognition was received.
2.B 23-0440 Special Recognition - Proclamation Recognizing Capital City Pride and
LGBTQ+ Pride Month
Councilmembers read a proclamation recognizing Capital City Pride and LGBTQ+
Pride Month.
Capital City Pride President and Creative Event Producer Natalie Coblentz discussed
the Pride event on July 1 at the Port Plaza.
The recognition was received.

6.A 23-0505 2022 Police Auditor Annual Report Briefing
Police Auditor Tara Parker provided a briefing on the 2022 Police Auditor Annual
Report.

Chan shared the Social Justice and Equity Commission review of the 2022 Police
Auditor Annual Report.
Councilmembers asked clarifying questions.
The report was received.
6.B 23-0512 40 Year Anniversary Delegation Visit to Sister City Kato Japan Report
Mayor Selby, Councilmembers Cooper, Huỳnh, Madrone and former Senator Karen
Fraser discussed the recent visit to Olympia's Sister City Kato Japan.
Councilmembers asked clarifying questions.
The report was received.
6.C 23-0421 Approval of an Ordinance Amending Residential Parking
Requirements
Principal Planner Joyce Phillips gave an overview of the process and proposed
amendments to residential parking requirements.
Climate Program Manager Dr. Pamela Braff discussed the intersection of housing,
transportation and the environment in relation to the City's climate goals.
Councilmember Madrone shared a proposal outlining a different approach to the
changes to residential parking requirements.
Councilmembers discussed the proposal and asked clarifying questions.
City Manager Burney noted a new first reading of the Ordinance will come before the
City Council on June 20, 2023.
Councilmember Madrone moved, seconded by Councilmember Cooper, to
retain current exemptions; remove parking minimums for residential units in
the Capital Mall Triangle subarea; remove parking minimums within a half
mile of frequent transit service, defined as at least four times per hour for at
least 12 hours a day (this only includes transit lines from the Capital Mall
Triangle through the urban corridor to Martin Way, no other areas at this
time) - this is already the standard for every city in Oregon; require all other
residential units in the City to have a minimum of 0.5 parking spaces per
unit; require at least one ADA space for multifamily projects 5-units and up;
remove the change to the parking maximum from the proposal, leaving it at
the current maximum of 1.5 spaces per unit
The motion carried by the following vote:
Aye: 4 - Councilmember Cooper, Councilmember Huỳnh, Councilmember
Madrone and Councilmember Payne

City Manager Burney reported Parks, Arts & Recreation Director Paul Simmons was
awarded the WRPA Impact and Influence Award. He shared the Mid-Year Retreat
agenda and asked for feedback. The Council gave their thumbs up.

During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these three areas: (1) on agenda items for which the City Council either held a Public Hearing in the last
45 days, or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a
matter on which the City Council will be required to act in a quasi-judicial capacity, or (3) where the
speaker promotes or opposes a candidate for public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
