2. SPECIAL RECOGNITION
2.A 23-0611 Special Recognition - Proclamation Recognizing Muslim American
Heritage Month
Councilmember Payne read a proclamation in recognition of Muslim American Heritage
Month.
Dr. Amna Quazi and Mr. Seemab of CAIR Washington accepted the proclamation.
Senator Trudeau discussed the importance of the proclamation and thanked the Council
for bringing it forward.
The recognition was received.
2.B 23-0612 Special Recognition - Proclamation Recognizing Bebe Moore Campbell
National Minority Mental Health Awareness Month
Councilmember Huỳnh read a proclamation recognizing Bebe Moore Campbell National
Minority Mental Health Awareness Month.
National Alliance on Mental Illness (NAMI) Eliana Stockwell-Ferber discussed the work of
NAMI and accepted the proclamation.
The recognition was received.

The resolution was adopted.
Approval of the Consent Agenda
Councilmember Parshley moved, seconded by Councilmember Payne, to
adopt the Consent Calendar. The motion carried by the following vote:

5. PUBLIC HEARING
5.A 23-0591 Public Hearing on a Street Vacation Petition for the Alley off 4th Avenue
between Adams Street and Franklin Street
City Surveyor Kristina Horton gave an overview of the alley right-of way vacation north of
4th Avenue between Adams and Franklin Street.
Mayor Selby opened the public hearing ay 7:04 p.m. Peter Connelly spoke. The Mayor
closed the public hearing at 7:06 p.m.
Councilmember Parshley moved, seconded by Councilmember Cooper, to
approve the petition to vacate, direct staff to prepare a vacation ordinance,
and require payment to the City of one-half the appraised value. The motion
carried by the following vote:

6. OTHER BUSINESS
6.A 23-0600 Approval of Resolution Authorizing a Funding Agreement with Olympia
Mutual Aid Partners for the Establishment, Operation, Management and
Maintenance of a Tiny Home/Shelter Village
Housing Programs Director Darian Lightfoot discussed the proposed permanent tiny
home supportive housing project at Franz Anderson road. Items 6.A and 6.B were
presented together.
Olympia Mutual Aid Partners Executive Director Tye Gundel gave an overview of the
project to include resident eligibility, intake, staffing, support services, community safety,
neighborhood response and engagement plan.
Councilmembers asked clarifying questions.
Councilmember Cooper moved, seconded by Councilmember Madrone, to
approve a resolution authorizing a funding agreement with Olympia Mutual
Aid Partners for the establishment, operation, management and maintenance
of a tiny home village. The motion carried by the following vote:

6.B 23-0602 Approval of Resolution Authorizing a Lease Agreement with Olympia

Mayor Pro Tem Gilman moved, seconded by Councilmember Parshley, to
approve a resolution authorizing a lease agreement with Olympia Mutual Aid
Partners for the establishment, operation, management, and maintenance of a
tiny home village. The motion carried by the following vote:

Community Participation and Challenges Related to the Independent
Salary Commission Process
Councilmember Madrone discussed her proposed referral to the Community Livability
and Public Safety Committee requesting to review and evaluate Olympia Municipal Code
2.05 related to the Independent Salary Commission, to Identify barriers to community
participation and challenges related to the Independent Salary Commission process.
The referral was approved. Councilmembers agreed to add this to the
Community Livability and Public Safety work plan.
9. CITY MANAGER'S REPORT AND REFERRALS
City Manager Burney reported Assistant City Manager Sullivan will serve as Acting City
Manager next week.

3. PUBLIC COMMENT
(Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.)
During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these three areas: (1) on agenda items for which the City Council either held a Public Hearing in the last
45 days, or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a
matter on which the City Council will be required to act in a quasi-judicial capacity, or (3) where the
speaker promotes or opposes a candidate for public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
