2.A 23-0549 Special Recognition - Proclamation Recognizing National Parks and
Recreation Month
Councilmember Cooper read a proclamation recognizing Parks and Recreation Month.
Director of Recreation and Facilities Scott River shared highlights of the events and
services provided by Parks, Arts & Recreation staff. He also highlighted some of the
accomplishments of Parks, Arts & Recreation staff including Parks, Arts and Recreation
Director Paul Simmons receiving the Washington Recreation and Parks Association
Impact and Influence Award.
The recognition was received.
2.B 23-0552 Special Recognition - Outgoing Olympia Poet Laureate Ashly McBunch
Arts Program Manager Stephanie Johnson honored 2021 - 2023 Olympia Poet Laureate
Ashly McBunch. Poet Laureate McBunch shared some words about their tenure.
Councilmembers shared their reflections and thanks for Ashly's work.
The recognition was received.

The decision was adopted.
4.D 23-0544 Approval of a Bid Award for the Boulevard Road Reservoir Rehabilitation
Project

5.A 23-0534 Public Hearing on the Community Development Block Grant Program
Five-Year Consolidated Plan Update (2023-2027) and Program Year
2023 Annual Action Plan

Community Development Block Grant (CDBG) Program Specialist Anastasia Everett
shared an overview of the Five-Year Consolidated Plan Update (2023 - 2027) and
Program Year 2023 Annual Action Plan. Public comment will be accepted until July 5 at
5:00 p.m.
Mayor Selby opened the public hearing at 7:06 p.m. No one spoke. The public hearing
closed at 7:07 p.m.
The public hearing was held and closed.
6. OTHER BUSINESS
6.A 23-0550 Approval of the Poet Laureate for 2023 - 2025
Ms. Johnson shared an overview of the City's past Olympia Poets Laureate. Arts
Commission Chair Jim Burlingame shared information regarding the Poet Laureate
recommendation for 2023 -2025.
Councilmember Parshley moved, seconded by Councilmember Huỳnh, to
approve the recommendation of Kathleen Byrd as the Poet Laureate for 2023
- 2025. The motion carried by the following vote:
Aye: 7 - Mayor Selby, Mayor Pro Tem Gilman, Councilmember Cooper,
Councilmember Huỳnh, Councilmember Madrone, Councilmember
Parshley and Councilmember Payne
6.B 23-0530 Creative District Update
Economic Development Director Mike Reid and Olympia Downtown Alliance Downtown
Projects Manager Desiree Freeland presented the Strategic Plan for the Downtown
Creative District.
Councilmembers asked clarifying questions.
The report was received.
6.C 23-0538 Approval of Fund Balance Above Policy Recommendation
City Manager Jay Burney presented recommended uses of available General Fund
balance above policy.
Councilmembers asked clarifying questions.
Councilmember Parshley moved, seconded by Councilmember Madrone, to
approve the City Manager's recommendation for use of available fund balance
above policy of $4,368,300 and to hold the $2,273,450 for future consideration.
The motion carried by the following vote:

During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these three areas: (1) on agenda items for which the City Council either held a Public Hearing in the last
45 days, or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a
matter on which the City Council will be required to act in a quasi-judicial capacity, or (3) where the
speaker promotes or opposes a candidate for public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
