SPECIAL RECOGNITION 2.A 23-0499 Special Recognition - Proclamation Recognizing Removal of a Derelict Building on Bethel Street Mayor Pro Tem Gilman read a proclamation recognizing removal of a derelict building on Bethel Street through the efforts of Olympia Northeast Neighborhoods Alliance, Boardmember Mike Dexel, and property owners Yu and Jung Kim. Mr. Dexel shared a few words regarding the project. The recognition was received. 3. PUBLIC COMMENT Bernie Meyer spoke. 4. CONSENT CALENDAR 4.A 23-0624 Approval of July 11, 2023 City Council Meeting Minutes The minutes were adopted. City of Olympia Page 1 City Council Meeting Minutes July 18, 2023 4.B 23-0613 Approval of Resolution Ratifying an Amendment to an Interlocal Agreement with the Department of Enterprise Services for Mail Services The resolution was adopted. Approval of the Consent Agenda Councilmember Madrone moved, seconded by Councilmember Parshley, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 7 - Mayor Selby, Mayor Pro Tem Gilman, Councilmember Cooper, Councilmember Huỳnh, Councilmember Madrone, Councilmember Parshley and Councilmember Payne 4. SECOND READINGS (Ordinances) - NONE 4. FIRST READINGS (Ordinances) - NONE 5. PUBLIC HEARING - NONE 6. OTHER BUSINESS 6.A 23-0626 2023 Legislative Session Wrap Up Legislative Liaison Susan Grisham and Contract Lobbyist Debora Munguia shared an overview the 2023 Legislative Session. Councilmembers were asked to share preliminary ideas for the 2024 City of Olympia Legislative Agenda. Councilmembers asked clarifying questions. The information was provided. 6.B 23-0576 Armory Update Armory Building Manager Valerie Roberts shared an update on the transformation of the historic Armory building into a new Creative Campus. Councilmembers asked clarifying questions. The information was provided. 7. CONTINUED PUBLIC COMMENT - None 8. COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS - None 9. EXECUTIVE SESSION 10.A 23-0625 Executive Session Pursuant to RCW 42.30.110(1)(i); Litigation and Potential Litigation Mayor Selby recessed the meeting at 7:49 p.m. and asked the Council to convene in 5 minutes in an Executive Session Pursuant to RCW 42.30.110(1)(i); to discuss Litigation and Potential Litigation. She announced the Council would meet no more than 90 minutes and no decisions will be made. The City Attorney was present at the Executive Session. PUBLIC COMMENT (Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.) During this portion of the meeting, community members may address the City Council regarding items related to City business, including items on the Agenda. In order for the City Council to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Council in these three areas: (1) on agenda items for which the City Council either held a Public Hearing in the last 45 days, or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a matter on which the City Council will be required to act in a quasi-judicial capacity, or (3) where the speaker promotes or opposes a candidate for public office or a ballot measure. Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting on individual remarks until all public comment has been taken. The City Council will allow for additional public comment to be taken at the end of the meeting for those who signed up at the beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
