1.A ANNOUNCEMENTS
City Manager Burney announced Mark Russell has been appointed as Public Works
Director.
1.B APPROVAL OF AGENDA
The agenda was approved.
2. SPECIAL RECOGNITION
2.A 23-0682 Special Recognition - Proclamation Recognizing the 50th Anniversary of
Senior Services for South Sound
Mayor Pro Tem Gilman read a proclamation recognizing the 50th Anniversary of Senior
Services for South Sound.
Senior Services for South Sound Executive Director Brian Windrope received the
proclamation and discussed the organization's history.
The recognition was received.
2.B 23-0683 Special Recognition - Proclamation Recognizing Overdose Awareness
Day
Councilmember Parshley read a proclamation recognizing August 31, 2023 as Overdose
Awareness Day.
Thurston County Public Health Opioid Response Coordinator Katie Strozyk received the
proclamation and discussed Overdose Awareness Day.

Carpenter Road
The resolution was adopted.

2.12 Relating to Naming Designees to Fulfill Duties Upon Absence of
City Clerk and Public Works Director
The ordinance was approved on first reading and moved to second reading.
4.F 23-0679 Approval of an Ordinance to Vacate the Alley off 4th Avenue between
Adams Street and Franklin Street
The ordinance was approved on first reading and moved to second reading.

Councilmember Madrone moved, seconded by Councilmember Parshley, to
adopt the Consent Calendar. The motion carried by the following vote:

6. OTHER BUSINESS
6.A 23-0640 Approval of an Ordinance approving Acceptance of a Donation of “Arc of
Aging” as a Gift of Art from Senior Service for South Sound
Arts Program Manager Stephanie Johnson and Arts Commission Chair Jim Burlingame
gave background on the donation of the Arc of Aging mural from Senior Services for
South Sound.
Councilmembers asked clarifying questions.
Mayor Pro Tem Gilman moved, seconded by Councilmember Madrone, to
approve on first reading and forward to second reading an ordinance
authorizing an agreement to accept donation of "Arc of Aging" mural as a gift
of art from Senior Services for South Sound. The motion carried by the
following vote:
Aye: 6 - Mayor Selby, Mayor Pro Tem Gilman, Councilmember Huỳnh,
Councilmember Madrone, Councilmember Parshley and
Councilmember Payne
Excused: 1 - Councilmember Cooper
6.B 23-0592 Approval of an Ordinance Adopting Electric Vehicle Parking
Requirements
Principal Planner Joyce Phillips and Director of Climate Programs Dr. Pamela Braff
shared an overview of the proposed Electric Vehicle (EV) ready codes to establish
infrastructure requirements for new buildings, such as electrical capacity, pre-wiring, and
any design features necessary for the installation of future EV charging stations.
Councilmembers asked clarifying questions.
Councilmember Madrone moved, seconded by Councilmember Parshley, to
approve on first reading and forward to second reading an ordinance
adopting electric vehicle parking requirements. The motion carried by the
following vote:

6.C 23-0664 Preliminary 2024-2029 Capital Facilities Plan Briefing
Ms. Phillips presented the Preliminary 2024-2029 Capital Facilities Plan.
Councilmembers asked clarifying questions.

7. CONTINUED PUBLIC COMMENT - None
8. COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS
Councilmembers reported on meetings and events attended. Mayor Selby discussed the
45 day waiting period related to public comment for public hearing items. She asked that
staff bring forward a resolution to remove having a waiting period. Councilmembers
agreed.
9. CITY MANAGER'S REPORT AND REFERRALS
City Manager Burney thanked the Olympia Police Department for their work during
National Night Out. He invited Parks, Arts and Recreation Director Paul Simmons to
announce a ribbon cutting ceremony for the new Lions Park sprayground tomorrow at
10:30 a.m.
10. EXECUTIVE SESSION
10.A 23-0678 Executive Session Pursuant to RCW 42.30.110(1)(g) - Personnel Matter
(City Manager’s Mid-Year Performance Evaluation)
Mayor Selby recessed the meeting at 7:47. She asked the Council to reconvene in 5
minutes for an Executive Session Pursuant to RCW 42.30.110(1)(g) related to a
personnel matter. She announced no decisions would be made and the meeting was
expected to last no longer than 90 minutes, Mayor Selby reconvened the meeting at 8:00
p.m.
10. ADJOURNMENT
The meeting adjourned at 9:00 p.m.

3. PUBLIC COMMENT
(Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.)
During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these three areas: (1) on agenda items for which the City Council either held a Public Hearing in the last
45 days, or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a
matter on which the City Council will be required to act in a quasi-judicial capacity, or (3) where the
speaker promotes or opposes a candidate for public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
