ROLL CALL Present: 7 - Mayor Cheryl Selby, Mayor Pro Tem Clark Gilman, Councilmember Jim Cooper, Councilmember Yến Huỳnh, Councilmember Dani Madrone, Councilmember Lisa Parshley and Councilmember Dontae Payne 1.A ANNOUNCEMENTS Councilmember Parshley announced the City Council is working with community members regarding an Israel - Palestine ceasefire resolution which will be brought forward for consideration at their December 12 meeting. 1.B APPROVAL OF AGENDA The agenda was approved. 2. SPECIAL RECOGNITION - None 3. PUBLIC COMMENT The following people spoke: Zoltan Grossman, Christian Suprline, Michelle Ryder, Jonah Ren, Audrey Coin, Jeff Sauers, Portia Tolentino, Amelia Antoon-Walsh, Bob Jacobs, Corina Greenlee, Peter Lewis, Eva Leach, Steven Delair, Helena Lant, and Elsie Sable. COUNCIL RESPONSE TO PUBLIC COMMENT (Optional) Mayor Elect Payne discussed the ceasefire resolution that will come forward at the December 12, City Council meeting. 4. SECOND READINGS (Ordinances) 4.B 23-1014 Approval of an Ordinance Amending OMC 9.16.180 Regarding Pedestrian Interference The ordinance was adopted on second reading. Approval of the Consent Agenda Councilmember Parshley moved, seconded by Councilmember Madrone, to adopt the Consent Calendar. FIRST READINGS (Ordinances) - None 5. PUBLIC HEARING 5.A 23-1040 Public Hearing on the 2023 Engineering Design and Development Standards Update City Engineer Steve Sperr provided an overview of the updates to the Engineering Design and Development Standards. Mayor Selby opened the public hearing at 6:56 p.m. No one spoke. The public hearing was closed at 6:56 p.m. The public hearing was held and closed. 6. OTHER BUSINESS 6.A 23-1059 2024 Federal Agenda Approach Overview and Approval of the Draft 2024 City of Olympia Federal Agenda Legislative Liaison Susan Grisham introduced the City's Federal Lobbyists, Rick Desimone and Liz Fortunato of the Desimone Group. They shared an overview of the approach and content of the 2024 Federal agenda. Councilmembers asked clarifying questions. Councilmember Payne moved, seconded by Councilmember Madrone, to approve the 2024 Federal agenda with the intent to include emerging issues for future action. Councilmembers asked clarifying questions and offered several minor amendments. Councilmember Parshley moved, seconded by Councilmember Payne, to approve the 2024 State Legislative Agenda as amended. The motion carried by the following vote: Aye: 7 - Mayor Selby, Mayor Pro Tem Gilman, Councilmember Cooper, Councilmember Huỳnh, Councilmember Madrone, Councilmember Parshley and Councilmember Payne 6.C 23-1031 Approval of a Resolution Authorizing the City Manager to Negotiate an Interlocal Agreement with Thurston County and Other Affected Local Governments Regarding Annexation of Olympia’s Southeast Urban Growth Area Assistant Community Planning & Development Director Tim Smith shared an overview of work related to annexation. Councilmembers discussed the issues and decided to take no action on the item. They asked City Manager Burney to reach out to the County to have them brief County Commissioners on the topic. The resolution was discussed and closed. 7. CONTINUED PUBLIC COMMENT The following people spoke: Yvette Hall, Izi LeMay, Jim Lazar, Katherine Fehsenfeld, Jesse Taylor, Madelynn Knerr, Kendra Obom and Kaz Vokoun. 8. COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on meetings and events attended. 8.A 23-1060 Consider a Referral to the Land Use & Environment Committee to Conduct a Side-by-Side Comparison of Housing Initiatives in the Cities of Olympia, Tacoma and Bellingham Couniclmember Cooper asked the Council to consider a referral to the Land Use & City of Olympia Page 3 City Council Meeting Minutes December 5, 2023 Environment Committee to conduct a side-by-side comparison of housing initiatives in the Cities of Olympia, Tacoma and Bellingham. Council agreed to move the referral forward. The referral was approved. 9. CITY MANAGER'S REPORT AND REFERRALS City Manager Burney reminded the community to rake the drains in their neighborhoods. 10. ADJOURNMENT The meeting adjourned at 9:21 p.m. City of Olympia Page 4
