Mayor Selby read a resolution calling for an agreed upon ceasefire In Israel and occupied
Palestine.
Councilmember Parshley moved, seconded by Councilmember Madrone,
calling for an agreed upon ceasefire In Israel and occupied Palestine. The
motion carried by the following vote:
Aye: 7 - Mayor Selby, Mayor Pro Tem Gilman, Councilmember Cooper,
Councilmember Huỳnh, Councilmember Madrone, Councilmember
Parshley and Councilmember Payne

6.A 23-1075 108 State Request for Proposals Update
Economic Development Director Mike Reid presented an overview of the Request for
Proposals received for City owned Property at 108 State Avenue NE.
Councilmembers asked clarifying questions and provided feedback to staff on a
preferred method to advance the project. Councilmembers discussed convening a
subcommittee of the Council in order to continue the process. The subcommittee
members are Councillmembers Payne, Parshley and Cooper.
The discussion was completed.
6.B 23-1067 Proposed Regional Housing Allocations for Thurston County Briefing

Thurston Regional Planning Council (TRPC) Planning Manager Allison Osterberg and
TRPC Senior Planner Michael Ambrogi briefed the City Council regarding proposed
regional housing allocations for Thurston County.
Couniclmembers asked clarifying questions.
The information was received.
6.C 23-1034 Approval of an Ordinance Amending the Municipal Code Chapter 5.86
Relating to the Multi-Family Tax Exemption Program
Housing and Homelessness Director Darian Lightfoot, Community Planning &
Development Director Leonard Bauer, and Finance Director Aaron BeMiller presented
an overview of the proposed ordinance amending Olympia Municipal Code Chapter 5.86
relating to the Multi-Family Tax Exemption Program.
Councilmembers asked clarifying questions.
Councilmember Madrone moved, seconded by Councilmember Parshley, to
approve on first reading and forward to second reading an ordinance
amending Olympia Municipal Code Chapter 5.86 Relating to the Multi-Family
Tax Exemption Program. The motion carried by the following vote:
Aye: 6 - Mayor Selby, Councilmember Cooper, Councilmember Huỳnh,
Councilmember Madrone, Councilmember Parshley and
Councilmember Payne
Nay: 1 - Mayor Pro Tem Gilman

City Manger Burney thanked staff for the holiday parade. He also shared a story
regarding the Shop with a Cop program, and thanked staff for the big difference they
make in the community.

During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these two areas: (1) where the public testimony may implicate a matter on which the City Council will be
required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for
public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
