1. ROLL CALL
Present: 6 - Mayor Dontae Payne, Mayor Pro Tem Clark Gilman, Councilmember
Jim Cooper, Councilmember Yến Huỳnh, Councilmember Dani
Madrone and Councilmember Lisa Parshley
1.A ANNOUNCEMENTS
Mayor Payne announced that on January 4, the City Council will hold a special meeting
with the 22nd Legislative Delegation. He also noted the Council will hold a retreat on
January 12 and 13 at the LOTT Wet Science Center.
1.B APPROVAL OF AGENDA
The agenda was approved.
2. SPECIAL RECOGNITION
2.A 24-0004 Special Recognition - Swearing-In Ceremony of Newly Elected Mayor
and City Councilmembers
Councilmember Madrone was sworn in by Candy Bowman. Councilmember Huỳnh was
sworn in by Mary Baskerville. Mayor Payne was sworn in by Congresswoman Marilyn
Strickland.
Candy Bowman shared a statement regarding Councilmember Madrone's service on
Council. Congresswoman Strickland shared a statement regarding Mayor Payne.
The recognition was received.
2.B 24-0002 Special Recognition - Poetry Reading from City of Olympia Poet
Laureate Kathleen Byrd
Arts Program Manager Stephanie Johsonson shared information about the Poet
Laureate position and introduced Olympia Poet Laureate Kathleen Byrd. Ms. Byrd read
poems to welcome in the new year.
The recognition was received.

4.A 24-0003 Approval of December 19, 2023 City Council Meeting Minutes
The minutes were adopted.
Approval of the Consent Agenda
Councilmember Madrone moved, seconded by Councilmember Parshley, to
adopt the Consent Calendar. The motion carried by the following vote:
Aye: 6 - Mayor Payne, Mayor Pro Tem Gilman, Councilmember Cooper,
Councilmember Huỳnh, Councilmember Madrone and
Councilmember Parshley

6.A 24-0014 Appointment of Mayor Pro Tem
Councilmember Madrone nominated Councilmember Huỳnh to be appointed as Mayor
Pro Tem. Councilmember Huỳnh accepted the nomination.
Councilmember Madrone moved, seconded by Councilmember Cooper, to
open the nominations for Mayor Pro Tem and approve the appointment of Yến
Huỳnh as Mayor Pro Tem. The motion carried by the following vote:
Aye: 6 - Mayor Payne, Mayor Pro Tem Gilman, Councilmember Cooper,
Councilmember Huỳnh, Councilmember Madrone and
Councilmember Parshley
6.B 24-0013 Approval of the 2024 City Council Retreat Agenda
City Manager Jay Burney reviewed the draft City Council retreat agenda.
Councilmembers asked clarifying questions. Councilmember Madrone requested an
equity element be added to the agenda. City Manager Burney noted he will work with
facilitator Amy Leneker regarding adding an equity item to the agenda.

Mayor Pro Tem Gilman moved, seconded by Councilmember Parshley, to
approve the 2024 City Council retreat agenda.. The motion carried by the
following vote:
Aye: 6 - Mayor Payne, Mayor Pro Tem Gilman, Councilmember Cooper,
Councilmember Huỳnh, Councilmember Madrone and
Councilmember Parshley
6.C 24-0007 Approval of Appointment Process and Applicants to Interview for a
Vacant City Council Seat
Strategic Communications Director Kellie Purce Braseth discussed the vacant City
Council seat appointment process.
Councilmembers discussed interview questions for the candidates.
Councilmember Cooper moved, seconded by Councilmember Parshley, to
interview Carole Richmond, Kelsey Hulse, Sharius Palotil, Courtney Cecale,
Robert Vanderpool and Amna Qazi in two panels of three Councilmembers.
The motion carried by the following vote:
Aye: 6 - Mayor Payne, Mayor Pro Tem Gilman, Councilmember Cooper,
Councilmember Huỳnh, Councilmember Madrone and
Councilmember Parshley

3. PUBLIC COMMENT
(Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.)
During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these two areas: (1) where the public testimony may implicate a matter on which the City Council will be
required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for
public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
