ROLL CALL Present: 6 - Mayor Dontae Payne, Mayor Pro Tem Yến Huỳnh, Councilmember Jim Cooper, Councilmember Clark Gilman, Councilmember Dani Madrone and Councilmember Lisa Parshley 1.A ANNOUNCEMENTS Mayor Payne announced the Council is meeting in a special meeting to interview and appoint a Councilmember to the currently vacant Position #6. 2. BUSINESS ITEMS 2.A 24-0040 Overview and Approval of Ranked Choice Voting Process for the Purpose of Appointing a Councilmember to Fill the Unexpired Term of Position #6 Thurston County Elections Technician Jack Mongin shared an overview of the ranked choice voting process. Councilmember Payne noted that two candidates, Shairus Palotil and Courtney Cecale, will no longer be participating in the interview process. Councilmembers asked clarifying questions. Mayor Payne moved, seconded by Councilmember Parshley, to accept the ranked choice voting process and to interview four candidates in one panel. The motion carried by the following vote: Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone and Councilmember Parshley 2.B 24-0041 Interview Candidates, Conduct a Ranked Choice Voting Process and Appoint a Councilmember to Fill the Unexpired Term of Position #6 Councilmembers interviewed Kelsey Hulse, Robert Vanderpool, Carole Richmond and Amna Qazi. Mayor Pro Tem Huỳnh moved, seconded by Councilmember Madrone, to appoint Robert Vanderpool to City Council position 6. The motion carried by the following vote: Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone and Councilmember Parshley EXECUTIVE SESSION 2.C 24-0009 Executive Session Pursuant to RCW 42.30.110(1)(h) - Evaluate the Qualifications of Candidate for Appointment to Elective Office Mayor Payne recessed the meeting at 7:36 p.m. He asked the Council to reconvene for an Executive Session Pursuant to RCW 42.30.110(1)(h) related to evaluating the qualifications of a candidate for appointment to elective office. He announced no decisions would be made, and the Executive Session was expected to last no longer than 30 minutes. The City Attorney was present at the Executive Session. Mayor Payne returned to the meeting at 8:06 p.m. to announce the Council will recess for five minutes, and then return to Executive Session at 8:13 for up to 30 more minutes. Mayor Payne reconvened the meeting at 8:45 p.m. Mayor Payne recessed the meeting at 9:05 p.m. He asked the Council to reconvene for an Executive Session Pursuant to RCW 42.30.110(1)(h) related to evaluating the qualifications of a candidate for appointment to elective office. He announced no decisions would be made, and the Executive Session was expected to last no longer than 15 minutes. The City Attorney was present at the Executive Session. Mayor Payne Payne reconvened the meeting at 9:10 p.m. The executive session was held and no decisions were made. 3. ADJOURNMENT The meeting adjourned at 9:15 p.m. City of Olympia Page 2
