ROLL CALL Present: 5 - Mayor Dontae Payne, Mayor Pro Tem Yến Huỳnh, Councilmember Clark Gilman, Councilmember Dani Madrone and Councilmember Lisa Parshley Excused: 2 - Councilmember Jim Cooper and Councilmember Robert Vanderpool 1.A ANNOUNCEMENTS City Manager Jay Burney introduced new Thurston County Manager Leonard Hernandez. Mr. Hernandez shared information about himself and his family. 1.B APPROVAL OF AGENDA The agenda was approved. 2. SPECIAL RECOGNITION 2.A 24-0428 Special Recognition - Proclamation Recognizing Olympia Heritage Month Principal Planner Nicole Floyd accepted the proclamation. The recognition was received. 3. PUBLIC COMMENT Cindy spoke. 4. CONSENT CALENDAR 4.A 24-0446 Approval of May 14, 2024 City Council Meeting Minutes The minutes were adopted. 4.B 24-0447 Approval of Bills and Payroll Certification City of Olympia Page 1 City Council Meeting Minutes May 21, 2024 Payroll periods April 15, 2024 through April 30, 2024 and Direct Deposit transmissions: Total: $4,137,046.09; Claim expenditures March 22, 2024 through April 25, 2024: Total: $9,078,778.64. The decision was adopted. 4.C 24-0394 Approval of a Resolution Authorizing an Application for a Heritage Capital Projects Grant for the Armory Creative Campus The resolution was adopted. 4. SECOND READINGS (Ordinances) - None 4. FIRST READINGS (Ordinances) 4.D 24-0431 Approval of an Ordinance Amending Olympia Municipal Code Related to Required Notice for Relocation Assistance The ordinance was approved on first reading and moved to second reading. Approval of the Consent Agenda Councilmember Parshley moved, seconded by Councilmember Madrone, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 5 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Gilman, Councilmember Madrone and Councilmember Parshley Excused: 2 - Councilmember Cooper and Councilmember Vanderpool 5. PUBLIC HEARING - None 6. OTHER BUSINESS 6.A 24-0420 Neighborhood Centers Update Associate Planner Casey Schaufler introduced the topic. Makers Senior Associate Rachel Miller and Leland Consulting Principal Brian Vanneman presented an informational briefing on the final recommendations on the Neighborhood Centers Strategy. Councilmember Madrone discussed that the strategy was presented to the Land Use & Environment Committee and shared they were supportive of the recommendations. Councilmembers asked clarifying questions. The information was provided. 6.B 24-0452 Approval of the Proposed Agenda, Location, and Facilitator for the City of Olympia Page 2 City Council Meeting Minutes May 21, 2024 Mid-Year City Council Retreat City Manager Burney presented the proposed agenda, location, and facilitator for the mid-year retreat agenda. Councilmembers asked clarifying questions. Councilmember Madrone moved, seconded by Councilmember Parshley, to approve the proposed upcoming mid-year retreat details including location, agenda, and facilitator. The motion carried by the following vote: Aye: 5 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Gilman, Councilmember Madrone and Councilmember Parshley Excused: 2 - Councilmember Cooper and Councilmember Vanderpool 7. CONTINUED PUBLIC COMMENT - None 8. COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on meeting and events attended. 9. CITY MANAGER'S REPORT AND REFERRALS City Manager Burney reported Stacey Ray will be acting Assistant City Manager while Debbie Sullivan is on vacation. 10. CLOSED SESSION 10.A 24-0449 Closed Session Pursuant to RCW 42.30.140 (4)(b) - Labor Negotiations Mayor Payne called the special meeting of the Olympia City Council to order at 8:25 p.m. He recessed the meeting to Closed Session at 8:30 p.m. pursuant to RCW 42.30.140(4) (b) to discuss labor negotiations. He announced the Council would meet no more than 60 minutes and no decisions would be made. The Acting City Attorney was present at the Closed Session. The closed session was held and no decisions were made. 11. EXECUTIVE SESSION 11.A 24-0450 Executive Session Pursuant to RCW 42.30.110(1)(i); Litigation and Potential Litigation The executive session was not held. 12. PUBLIC COMMENT (Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.) During this portion of the meeting, community members may address the City Council regarding items related to City business, including items on the Agenda. In order for the City Council to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Council in these two areas: (1) where the public testimony may implicate a matter on which the City Council will be required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for public office or a ballot measure. Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting on individual remarks until all public comment has been taken. The City Council will allow for additional public comment to be taken at the end of the meeting for those who signed up at the beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
