2.A 24-0641 Special Recognition - Proclamation Recognizing Overdose Awareness
Day
City Manager Burney shared an overview of the City's opioid and overdose response
and statistics.
Councilmembers read a proclamation recognizing Overdose Awareness Day.
Thurston County Public Health Opioid Response Coordinator Katie Strozyk shared some
activities related to bringing awareness to issues related to overdoses in the community.
The recognition was received.

adopt the Consent Calendar. The motion carried by the following vote:

Olympia Municipal Court Judge Pam Nogueira presented an update on Olympia
Municipal Court.

6.B 24-0610 Approval of an Ordinance Amending Olympia Municipal Code Title 4 To
Add A New Chapter OMC 4.39 Relating To Recovery Of Certain Costs
Of Providing Basic Life Support Emergency Medical Services Transport
Fire Chief Matt Morris shared an overview of Basic Life Support (BLS) Emergency
Medical Services (EMS).
Deputy Fire Chief Mike Buchanan presented an overview of the ordinance amending the
Municipal Code to recover certain costs of providing BLS EMS.
Councilmembers asked clarifying questions.
Councilmember Cooper moved, seconded by Councilmember Vanderpool, to
approve on first reading and forward to second reading an ordinance
amending Olympia Municipal Code Title 4 to add a new Chapter OMC 4.39
relating to recovery of certain costs of providing Basic Life Support (BLS)
Emergency Medical Services (EMS) Transport. The motion carried by the
following vote:
Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper,
Councilmember Gilman, Councilmember Madrone and
Councilmember Vanderpool
Excused: 1 - Councilmember Parshley

10.A 24-0635 Closed Session Pursuant to RCW 42.30.140 (4)(b) - Labor Negotiations
Mayor Payne recessed the meeting at 7:22 p.m. He asked the Council to reconvene in 5
minutes for a Closed Session pursuant to RCW 42.30.140 (4)(b) - Labor Negotiations.
He announced no decisions would be made, and the meeting was expected to last no
longer than 30 minutes. Mayor Payne reconvened the meeting at 7:30 p.m. The City
Attorney was present at the Closed Session. The Closed Session adjourned at 7:55
p.m.

The closed session was held and no decisions were made.
11. EXECUTIVE SESSION
11.A 24-0634 Executive Session Pursuant to RCW 42.30.110(1)(i); Litigation and
Potential Litigation
Mayor Payne opened the Executive Session pursuant to RCW 42.30.110(1)(i); Litigation
and Potential Litigation at 7:56 p.m. He announced no decisions would be made, and
the meeting was expected to last no longer than 90 minutes. The City Attorney was
present at the Executive Session.
The executive session was held and no decisions were made.
12. ADJOURNMENT
The meeting adjourned at 9:12 p.m.

During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these two areas: (1) where the public testimony may implicate a matter on which the City Council will be
required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for
public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
