ROLL CALL Present: 6 - Mayor Dontae Payne, Mayor Pro Tem Yến Huỳnh, Councilmember Jim Cooper, Councilmember Clark Gilman, Councilmember Dani Madrone and Councilmember Robert Vanderpool Excused: 1 - Councilmember Lisa Parshley 1.A ANNOUNCEMENTS - None 1.B APPROVAL OF AGENDA The agenda was approved. 2. SPECIAL RECOGNITION 2.A 24-0641 Special Recognition - Proclamation Recognizing Overdose Awareness Day City Manager Burney shared an overview of the City's opioid and overdose response and statistics. Councilmembers read a proclamation recognizing Overdose Awareness Day. Thurston County Public Health Opioid Response Coordinator Katie Strozyk shared some activities related to bringing awareness to issues related to overdoses in the community. The recognition was received. 3. PUBLIC COMMENT - None 4. CONSENT CALENDAR 4.A 24-0631 Approval of July 23, 2024 Study Session Meeting Minutes City of Olympia Page 1 City Council Meeting Minutes August 5, 2024 The minutes were adopted. 4.B 24-0597 Approval of a Resolution Authorizing Amendment No. 2 to the Intergovernmental EMS Advanced Life Support Funding Agreement with Thurston County for SWAT Paramedic Services The resolution was adopted. 4.C 24-0600 The resolution was adopted. 4.D 24-0599 Approval of a Resolution Authorizing an Agreement with the Washington State Department of Enterprise Services to Provide Fire Protection Services The resolution was adopted. 4. SECOND READINGS (Ordinances) 4.E 24-0587 Approval of an Ordinance Amending Ordinance 7394 (Second Quarter Budget Amendment) The ordinance was adopted on second reading. Approval of the Consent Agenda Councilmember Madrone moved, seconded by Mayor Pro Tem Huỳnh, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone and Councilmember Vanderpool Excused: 1 - Councilmember Parshley 4. OTHER BUSINESS 6.A 24-0644 Olympia Municipal Court Update Olympia Municipal Court Judge Pam Nogueira presented an update on Olympia Municipal Court. Councilmembers asked clarifying questions. City of Olympia Page 2 City Council Meeting Minutes August 5, 2024 The information was provided. 6.B 24-0610 Approval of an Ordinance Amending Olympia Municipal Code Title 4 To Add A New Chapter OMC 4.39 Relating To Recovery Of Certain Costs Of Providing Basic Life Support Emergency Medical Services Transport Fire Chief Matt Morris shared an overview of Basic Life Support (BLS) Emergency Medical Services (EMS). Deputy Fire Chief Mike Buchanan presented an overview of the ordinance amending the Municipal Code to recover certain costs of providing BLS EMS. Councilmembers asked clarifying questions. Councilmember Cooper moved, seconded by Councilmember Vanderpool, to approve on first reading and forward to second reading an ordinance amending Olympia Municipal Code Title 4 to add a new Chapter OMC 4.39 relating to recovery of certain costs of providing Basic Life Support (BLS) Emergency Medical Services (EMS) Transport. The motion carried by the following vote: Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone and Councilmember Vanderpool Excused: 1 - Councilmember Parshley 7. CONTINUED PUBLIC COMMENT - None 8. COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on meetings and events attended. 9. CITY MANAGER'S REPORT AND REFERRALS City Manager Burney shared a reminder that tomorrow is National Night Out. 10. CLOSED SESSION 10.A 24-0635 Closed Session Pursuant to RCW 42.30.140 (4)(b) - Labor Negotiations Mayor Payne recessed the meeting at 7:22 p.m. He asked the Council to reconvene in 5 minutes for a Closed Session pursuant to RCW 42.30.140 (4)(b) - Labor Negotiations. He announced no decisions would be made, and the meeting was expected to last no longer than 30 minutes. Mayor Payne reconvened the meeting at 7:30 p.m. The City Attorney was present at the Closed Session. The Closed Session adjourned at 7:55 p.m. City of Olympia Page 3 City Council Meeting Minutes August 5, 2024 The closed session was held and no decisions were made. 11. EXECUTIVE SESSION 11.A 24-0634 Executive Session Pursuant to RCW 42.30.110(1)(i); Litigation and Potential Litigation Mayor Payne opened the Executive Session pursuant to RCW 42.30.110(1)(i); Litigation and Potential Litigation at 7:56 p.m. He announced no decisions would be made, and the meeting was expected to last no longer than 90 minutes. The City Attorney was present at the Executive Session. The executive session was held and no decisions were made. 12. ADJOURNMENT The meeting adjourned at 9:12 p.m. City of Olympia Page 4

PUBLIC COMMENT (Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.) During this portion of the meeting, community members may address the City Council regarding items related to City business, including items on the Agenda. In order for the City Council to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Council in these two areas: (1) where the public testimony may implicate a matter on which the City Council will be required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for public office or a ballot measure. Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting on individual remarks until all public comment has been taken. The City Council will allow for additional public comment to be taken at the end of the meeting for those who signed up at the beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
