ROLL CALL Present: 7 - Mayor Dontae Payne, Mayor Pro Tem Yến Huỳnh, Councilmember Jim Cooper, Councilmember Clark Gilman, Councilmember Dani Madrone, Councilmember Lisa Parshley and Councilmember Robert Vanderpool 1.A ANNOUNCEMENTS City Manager Jay Burney introduced the City's State Legislative Lobbyist Nick Federici. 1.B APPROVAL OF AGENDA Mayor Payne noted Item 6.D will be moved to the September 17 City Council agenda. The agenda was approved as amended. 2. SPECIAL RECOGNITION 2.A 24-0650 Special Recognition - Proclamation Recognizing Festival of the Steh Chass Councilmembers read a proclamation recognizing the Festival of the Steh-Chass. Squaxin Island Tribe Chairman Kris Peters discussed honoring the past to carry on for future generations and moving forward together. Deschutes Estuary Restoration Team Representative Jean Patnude discussed the Festival of the Steh-Chass happening on August 17. The recognition was received. 2.B 24-0640 Special Recognition - Proclamation Recognizing Women’s Equality Day Councilmembers read a proclamation recognizing Women's Equality Day. YWCA Co-Executive Director Alli Ewing discussed the significance of Women's Equality Day. City of Olympia Page 1 City Council Meeting Minutes August 13, 2024 The recognition was received. 2.C 24-0658 Special Recognition - Proclamation Recognizing the 50th Anniversary of West Olympia Rotary Councilmember Vanderpool read a proclamation recognizing the 50th Anniversary of the West Olympia Rotary. West Olympia Rotary President Katya Miltimore discussed the work of the Rotary in the community and discussed the donation of $50,000 for the installation of "Life is Water" art piece by Taylor Krise. The art will be installed at Rotary Point. The recognition was received. 3. CONSENT CALENDAR 4.A 24-0661 Approval of August 5, 20204 Special City Council Meeting Minutes Mayor Payne noted the minutes were amended to remove the announcement related to the introduction of the City's new State Legislative contactor. The minutes were adopted as amended. 4.B 24-0651 Approval of a Resolution Authorizing an Agreement with the City of Tumwater for the Design and Construction of the Mottman Road Pedestrian and Street Improvements Project The resolution was adopted. 4.C 24-0652 Approval of a Resolution Accepting State Grant Funds for the Mottman Road Pedestrian and Street Improvements Project The resolution was adopted. 4. SECOND READINGS (Ordinances) 4.D 24-0610 Approval of an Ordinance Amending Olympia Municipal Code Title 4 To Add A New Chapter OMC 4.39 Relating To Recovery Of Certain Costs Of Providing Basic Life Support Emergency Medical Services Transport The ordinance was adopted on second reading. FIRST READINGS (Ordinances) - None 5. PUBLIC HEARING - None 6. OTHER BUSINESS 6.A 24-0664 Approval of a Resolution Declaring the Investigation, Arrest, and Prosecution of Anyone Engaging in Entheogen-Related Activities Should Be Among the City of Olympia’s Lowest Law Enforcement Priorities and Stating the City Council’s Support for Full Decriminalization of these Activities City Manager Burney shared data regarding arrests associated with entheogen related substances. Councilmembers discussed the resolution. Councilmember Gilman moved, seconded by Councilmember Parshley, to approve a resolution declaring the investigation, arrest, and prosecution of anyone engaging in entheogen-related activities should be among the City of Olympia's lowest law enforcement priorities and stating the City Council's support for full decriminalization of these activities. The motion carried by the following vote: Aye: 7 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone, Councilmember Parshley and Councilmember Vanderpool 6.B 24-0665 Joint Animal Services Update Joint Animal Services Executive Director Sarah Hock shared an update on the work and programming of Joint Animal Services. Councilmembers asked clarifying questions. The report was received. 6.C 24-0657 Approval of Bid Award and Resolutions Required for the Fones Road Improvement Project Public Works Engineering Project Manager Jim Rioux shared an overview of the Fones Road Corridor Project, it's elements, funding, schedule and public outreach. City of Olympia Page 3 City Council Meeting Minutes August 13, 2024 Councilmembers asked clarifying questions. Councilmember Cooper moved, seconded by Councilmember Madrone, to award the construction contract for the Fones Road Improvement Project to Pivetta Brothers Construction, Inc. in the amount of $13,469,491.12. The motion carried by the following vote: Aye: 7 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone, Councilmember Parshley and Councilmember Vanderpool Councilmember Cooper moved, seconded by Councilmember Gilman, to approve a resolution authorizing a supplement to the existing consultant services agreement with KPG PSOMAS, Inc. in the amount of $2,685,896.00. The motion carried by the following vote: Aye: 7 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone, Councilmember Parshley and Councilmember Vanderpool Councilmember Cooper moved, seconded by Councilmember Vanderpool, to approve a resolution authorizing the City Manager to execute all documents necessary to obligate additional grant funding from the Federal Highway Administration. The motion carried by the following vote: Aye: 7 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone, Councilmember Parshley and Councilmember Vanderpool 6.D 24-0659 A Resolution of the City Council of the City of Olympia, Washington, Approving the Purchase of Twelve Patrol Vehicles Through the Washington State Department of Enterprise Services Purchase Program and Obligating Funds for Such Purchase The resolution was postponed and closed. 7. CONTINUED PUBLIC COMMENT - None 8. COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmemebers reported on meetings and events attended. 8.A 24-0668 Consider a Referral Regarding the Study of Reparations for the Descendants of Enslaved African People Mayor Payne presented the referral requesting the following: - Staff to draft a resolution calling on the state Legislature, Governor, Congress, and the Office of the President of the United States to create state and federal City of Olympia Page 4 City Council Meeting Minutes August 13, 2024 taskforces/commissions to study reparations for the descendants of enslaved African people. The resolution should also encourage other Washington municipalities to join the City of Olympia in making a similar request of our state and federal governments. - Staff to research possible city-scale actions and continue to explore ways city government can support efforts to petition our state and federal governments to study this issue and implement findings. - Staff to connect Olympia Strong initiatives, Affordable Homeownership Study findings, Comprehensive Plan, Fair Housing Assessment, Capital Facilities, and non-government and governmental partnerships to our city’s actions. - Research other cities that have taken similar actions. Mayor Payne noted there will be a Study Session scheduled regarding this topic in the near future. Councilmembers discussed the referral. The referral was approved. 9.
