1. ROLL CALL
Mayor Pro Tem Huỳnh called the meeting to order at 6:00 p.m.
Present: 7 - Mayor Dontae Payne, Mayor Pro Tem Yến Huỳnh, Councilmember
Jim Cooper, Councilmember Clark Gilman, Councilmember Dani
Madrone, Councilmember Lisa Parshley and Councilmember Robert
Vanderpool
1.A ANNOUNCEMENTS
City of Olympia Building Decarbonization Program Manager Dominic Jones announced
the launch of the Decarbonization Program. Workshop information can be found online
on the City's website.
The Council asked clarifying questions.
1.B APPROVAL OF AGENDA
Mayor Pro Tem Huỳnh suggested Item 6.B be moved to presentation before item 6.A due
to presenter joining remotely from EDT time zone.
The agenda was approved as amended.
2. SPECIAL RECOGNITION
2.A 24-0700 Special Recognition - Proclamation Recognizing National Voter
Registration Day
Councilmember Madrone read a proclamation recognizing September 17, 2024 as
National Voter Registration Day.
Thurston County Auditor Mary Hall spoke about the importance of voter registration.
The recognition was received.
2.B 24-0728 Special Recognition - Proclamation Recognizing Hispanic and Latinx
Heritage Month

Councilmembers read a proclamation recognizing September 15 - October 15, 2024 as
Hispanic and Latinx Heritage Month.
Ultimano Comms+ CEO Miguel Piñeda spoke about the importance of recognizing
Hispanic and Latinx Heritage in the City of Olympia.
The recognition was received.
2.C 24-0763 Special Recognition - Proclamation Recognizing Arbor Day
Councilmember Parshley read a proclamation recognizing October 5, 2024 as Arbor
Day.
City of Olympia Urban Forestry Program Manager Jasen Johns and Associate Planner
Kym Foley spoke about the importance of recognizing Arbor Day.
The recognition was received.
2.D 24-0760 Special Recognition - Proclamation Recognizing the 50th Anniversary of
Interfaith Works
Councilmembers read a proclamation recognizing the 50th Anniversary of Interfaith
Works.
Interfaith Works Executive Director Meg Martin spoke on the importance of Interfaith
Works and its contributions to this community.
The recognition was received.

The minutes were adopted.
4.B 24-0747 Approval of Bid Award for the Downtown Bike Corridor Project
The contract was adopted.
4.C 24-0716 Approval of a Resolution to accept Department of Commerce Community
Decarbonization Grant Award for the Olympia Armory
The resolution was adopted.
4.D 24-0754 Approval of a Resolution Authorizing an Interagency Agreement with the
Washington State Department of Commerce for a State Home

Electrification and Appliance Rebates Program Grant
The resolution was adopted.
4.E 24-0762 Approval of a Resolution Authorizing a Grant Application to the

Approval of the Consent Agenda
Councilmember Parshley moved, seconded by Councilmember Cooper, to
adopt the Consent Calendar. The motion carried by the following vote:
Aye: 7 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper,
Councilmember Gilman, Councilmember Madrone, Councilmember
Parshley and Councilmember Vanderpool

4.F 24-0736 Approval of an Ordinance Amending Olympia Municipal Code Chapter
12.74 Prohibiting Camping and Constructing Camp Facilities on City
Property, City Parklets, and to Include City Right-of-Way
Councilmembers discussed and asked clarifying questions.
Councilmember Gilman moved, seconded by Councilmember Parshley, to
approve on first reading and forward to second reading an ordinance
amending Olympia Municipal Code Chapter 12.74 to also include prohibiting
camping and constructing camp facilities within City right-of-way. The motion
carried by the following vote:
Aye: 5 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Gilman,
Councilmember Madrone and Councilmember Parshley
Nay: 2 - Councilmember Cooper and Councilmember Vanderpool

Experience Olympia and Beyond Executive Director Annette Pitts briefed the Council on
the Destination Master Plan.
Councilmembers discussed and asked clarifying questions.
The report was received.
6.B 24-0764 2025 Preliminary Operating Budget Update
City Manager Jay Burney presented on the 2025 preliminary operating budget.
Councilmembers discussed and asked clarifying questions.
The discussion was completed.

10.A 24-0765 Executive Session Pursuant to RCW 42.30.110(1)(b); RCW 42.30.110
(1)(c) - Real Estate Matter
Mayor Pro Tem Huỳnh recessed the meeting at 9:51 p.m. She asked the Council to
reconvene in 5 minutes for an Executive Session pursuant to RCW 42.30.110(1)(b);
RCW 110(1)(c) to discuss a real estate matter.
Mayor Pro Tem Huỳnh reconvened the meeting at 9:56 p.m. She announced no
decisions would be made, the meeting was expected to last no longer than 90 minutes,
and the Council would adjourn immediately following the Executive Session. The City
Attorney was present at the Executive Session.
The executive session was held and no decisions were made.
10. ADJOURNMENT
The meeting was adjourned at 11:14 p.m.

During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these two areas: (1) where the public testimony may implicate a matter on which the City Council will be
required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for
public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible

during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
