BUSINESS ITEM 2.A 24-0805 Deschutes Estuary Restoration Project Interlocal Agreement Briefing Mayor Payne opened the meeting and invited everyone to introduce themselves. City Manager Jay Burney noted the evening's presentation is a culmination of seven years of work between the Washington State Department of Enterprise Services (DES) the Squaxin Island Tribe, Thurston County, the City of Olympia, the City of Tumwater, the Port of Olympia, and the LOTT Clean Water Alliance to address shared responsibilities for a restored Deschutes Estuary. He noted the proposed Interlocal Agreement (ILA) formalizes the Memorandum of Understanding between the jurisdictions. Department of Enterprise Services Special Assistant to the Director Anne Larson noted the restoration of an estuary of this size in an urban setting has never been done before. Floyd Snider Principal Tessa Gardner-Brown shared an overview of key components of the restoration project, the benefits that will be unlocked with the ILA and legislative mandates for shared funding. ECO Northwest Project Director Sarah Reich reviewed the components of the ILA including guiding principles; the approach to shared governance and funding; sediment management; schedule and signature process. Assistant Attorney General Dave Merchant was also present at the meeting. Councilmembers asked clarifying questions.
