The Mayor opened the public hearing at 6:05 p.m. The following people spoke: Yonah McKnowski and Jim Lazar. The public hearing closed at 6:23 p.m. Councilmember Parshley moved, seconded by Councilmember Vanderpool, to adopt the resolution expressing City Council opposition to Initiative No. 2124, amending State law to provide that employees and self-employed people must elect to keep long-term care coverage under RCW 50B.04 and could opt-out any time and to repeal current law governing exemptions for employees who had purchased long-term care insurance before November 1, 2021. SPECIAL RECOGNITION 2.A 24-0838 Special Recognition - Water Resources Stewardship Calendar Artists Senior Program Specialist Erin Conine and Associate Planner Susan McCleary discussed the 2025 Water Resources Stewardship Through Art calendar artists from Olympia middle schools. The recognition was received. 2.B 24-0841 Special Recognition - Proclamation Recognizing October as Walk to School Month Councilmember Madrone read a proclamation recognizing October as Walk to School Month. Intercity Transit Walk-n-Roll Supervisor Kerri Wilson discussed upcoming Walk-n-Roll events. The recognition was received. 3. CONSENT CALENDAR 4.A 24-0846 Approval of October 8, 2024 City Council Meeting Minutes The minutes were adopted. 4.B 24-0847 Approval of Creative District Boundary Revisions The decision was adopted. 4.C 24-0816 Approval of a Resolution Authorizing an Interlocal Agreement with Olympia School District for Cultural Access Tax Transportation Funding The resolution was adopted. 4.D 24-0840 Approval of a Resolution Accepting the Transportation Benefit District 2023 Annual Report City of Olympia Page 3 City Council Meeting Minutes October 15, 2024 The resolution was adopted. 4.E 24-0794 Approval of a Resolution Authorizing an Interlocal Agreement with the Cities of Lacey, Tumwater and Yelm for the Development of Updated Accessory Dwelling Unit Plans The resolution was adopted. 4. FIRST READINGS (Ordinances) 4.G 24-0839 Approval of an Ordinance Amending Olympia Municipal Code Title 11.08.130 to Give the City Manager Express Authority to Grant Facilities Lease Renewals for City Water-Tower Sites The ordinance was approved on first reading and moved to second reading. Approval of the Consent Agenda Councilmember Parshley moved, seconded by Councilmember Cooper, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Madrone, Councilmember Parshley and Councilmember Vanderpool Excused: 1 - Councilmember Gilman PULLED FOR SEPARATE ACTION 4.F 24-0822 Approval of an Ordinance Amending Ordinance 7403 (Third Quarter Budget Amendment) Councilmember Madrone moved, seconded by Councilmember Parshley, to amend on second reading the ordinance amending ordinance 7403 relating to the third quarter budget amendments to remove the line item in Exhibit B, page 4 of an additional appropriation to the Police Department for vehicle rentals, radios, and equipment in the sum of $437,000, and to revise budget numbers affected thereby in the ordinance, in order to permit further future Council discussion. CITY MANAGER'S REPORT AND REFERRALS City Manager Burney thanked the City Council for their support while he was on a recent trip. 10. EXECUTIVE SESSION 10.A 24-0859 Executive Session Pursuant to RCW 42.30.110(1)(b); RCW 42.30.110 (1)(c) - Real Estate Matter Mayor Payne recessed the meeting at 7:23 p.m. He asked the Council to reconvene in 5 minutes for an Executive Session pursuant to RCW 42.30.110(1)(b); RCW 42.30.110 (1) (c) - Real Estate Matter. He announced no decisions would be made and the meeting was expected to last no longer than 90 minutes. The meeting was reconvened at 7:28 p.m. The City Attorney was present at the Executive Session.
