ROLL CALL Present: 7 - Mayor Dontae Payne, Mayor Pro Tem Yến Huỳnh, Councilmember Jim Cooper, Councilmember Clark Gilman, Councilmember Dani Madrone, Councilmember Lisa Parshley and Councilmember Robert Vanderpool 2. BUSINESS ITEM 2.A 24-0876 Discussion of a Public Engagement Process to Consider How to Address Minimum Wage, Fair Scheduling and Workplace Safety Mayor Payne introduced the topic. Councilmember Parshley shared a statement as Chair of the Finance Committee regarding the topic of minimum wage and discussions that occurred at the Finance Committee. She noted this was a discussion brought about by the Finance Committee and apologized for any confusion or upset the discussion caused. Councilmembers discussed their thoughts and approaches on the topic of minimum wage and the workers bill of rights. Councilmembers agreed to discuss the topic at their annual retreat to determine the addition to the work plan, and a process for engagement. Staff will engage with Councilmembers to get their perspective on process to inform discussion and scope of the process at their January retreat. The study session was completed. 2.B 24-0864 Olympia 2045 - Comprehensive Plan Periodic Update Briefing Principal Planner Joyce Phillips shared a briefing on the work underway on the Olympia 2045 Comprehensive Plan periodic update. She asked for feedback from the City Council regarding housing allocations by income band and Urban Growth Area land swap. The housing allocations are regarding planning City of Olympia Page 1 City Council Meeting Minutes October 22, 2024 for and accommodating needs in Thurston County and implementing housing affordability requirements. The Urban Growth Area land swap is related to a proposal amending countywide planning policies. Councilmembers asked clarifying questions. The study session was completed. 2.C 24-0878 2025 Operating Budget Discussion City Manager Jay Burney presented an update on the 2025 Operating Budget. He shared an update on the General Fund balancing position based on adjustments to revenue and a proposal for non-personnel and personnel reductions. He also shared a proposal to reduce the General Fund and a proposal for City Council support, revenue options, and an updated 10-year forecast. Parks, Arts & Recreation Director Paul Simmons shared a proposal regarding the Cultural Events program. Councilmembers asked clarifying questions. The study session was completed. 3.
