SPECIAL RECOGNITION - None 3. PUBLIC COMMENT Alan Rose spoke. 4. CONSENT CALENDAR 4.A 24-0957 Approval of November 12, 2024 City Council Meeting Minutes The minutes were adopted. 4.B 24-0958 Approval of Bills (October 18-24, 2024) and Payroll (October 15-31, 2024) Certification Payroll periods October 15 through October 31, 2024 and Direct Deposit transmissions: Total: $4,188,174.47; Claim expenditures October 18 through October 24, 2024: Total: $1,824,231.28. The decision was adopted. 4.C 24-0962 Approval of the Community Development Block Grant (CDBG) Program Year 2023 Annual Report City of Olympia Page 1 City Council Meeting Minutes November 19, 2024 The decision was adopted. 4.D 24-0910 Approval of a Resolution Authorizing an Interlocal Agreement between with the City of Tumwater for Community Assistance Referral and Education Services The resolution was adopted. 4.E 24-0949 Approval of a Resolution Accepting State Funds and Approving Execution of Documents for the NW and SW Neighborhood Bike Boulevard Project The resolution was adopted. 4. SECOND READINGS (Ordinances) - None 4. FIRST READINGS (Ordinances) 4.F 24-0979 Approval of an Ordinance Repealing Olympia Municipal Code 2.38, Police Auditor and Replacing the Chapter with City Council Approved Recommendations from the Social Justice and Equity Commission for the Role of Civilian Police Auditor Assistant City Manager Stacey Ray summarized the proposed ordinance. Following Council and City Attorney feedback, staff agreed to add language to include "in good standing" to the requirements when the ordinance comes back for second reading. The ordinance was approved as amended on first reading and moved to second reading. 4.G 24-0987 Approval of an Ordinance Amending 2025 Regular Ad Valorem Tax Ordinance 7409 - First and Final Reading The ordinance was adopted on first and final reading. Approval of the Consent Agenda Councilmember Parshley moved, seconded by Mayor Pro Tem Huỳnh, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Parshley and Councilmember Vanderpool Excused: 1 - Councilmember Madrone 5. PUBLIC HEARING - None 6. OTHER BUSINESS City of Olympia Page 2 City Council Meeting Minutes November 19, 2024 6.A 24-0961 Approval of a Resolution Stating the Intention to Change the Olympia Parking and Business Improvement Area Assessment Rate and Setting a Timea and Place for the Hearing on Such Rate Change Economic Development Director Mike Reid discussed changing the Olympia Parking and Business Improvement area assessment rate and responded to Councilmembers' questions. Councilmember Cooper moved, seconded by Councilmember Parshley, to approve a resolution stating the intention to change the Olympia Parking and Business Improvement Area assessment rate and setting a time and place for the hearing on such rate change. The motion carried by the following vote: Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Parshley and Councilmember Vanderpool Excused: 1 - Councilmember Madrone 6.B 24-0956 Acquisition of Twelve Patrol Cars Briefing Deputy Police Chief Shelby Parker, Public Works Deputy Director Thanh Jeffers, and Fleet Operations Supervisor Jaime Mastache, provided a briefing on the acquisition of twelve patrol cars. The Council discussed and asked clarifying questions. The information was provided. 6.C 24-0975 Approval of the City Manager and Finance Committee Recommendations to the Preliminary 2025 Operating, Special (Dedicated) Funds, and Capital Budget City Manager Jay Burney, Parks, Arts and Recreation Director Paul Simmons, Economic Development Director Mike Reid, Budget and Finance Manager Joan Lutz, and Principal Planner Joyce Phillips presented the City Manager and Finance Committee recommendations to the preliminary 2025 operating, special (dedicated) funds, and capital budget. The Council discussed the special dedicated funds section, specifically related to the Lodging Tax Advisory Committee (LTAC) recommendations. Two options were provided for review and approval. The Council discussed and asked clarifying questions. Councilmember Parshley moved, seconded by Councilmember Cooper, to approve the City Manager and Finance Committee's recommendations for the 2025 Operating Budget, utility rates and fees, special (dedicated) funds, except Lodging Tax Advisory Committee recommendations, and Capital City of Olympia Page 3 City Council Meeting Minutes November 19, 2024 Budget and direct staff to prepare ordinances for Council's consideration on December 10, with the second reading on December 17. The motion carried by the following vote: Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Parshley and Councilmember Vanderpool Excused: 1 - Councilmember Madrone Councilmember Parshley moved, seconded by Mayor Payne, to approve the recommended LTAC distribution and recommendation for their special funds portion of the general fund with option A, which includes the ability of the Lake Fair, after consultation with the City Manager and the Mayor to potentially receive funding of $25,000. The motion carried by the following vote: Aye: 5 - Mayor Payne, Councilmember Cooper, Councilmember Gilman, Councilmember Parshley and Councilmember Vanderpool Nay: 1 - Mayor Pro Tem Huỳnh Excused: 1 - Councilmember Madrone 7. CONTINUED PUBLIC COMMENT - None 8. COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on meetings and events attended. Councilmembers requested additional information on the current Olympia Police Department pursuit policy. 9. CITY MANAGER'S REPORT AND REFERRALS City Manager Burney reported on the opening of Oly on Ice and the ground-breaking at Parthia 10. During this portion of the meeting, community members may address the City Council regarding items related to City business, including items on the Agenda. In order for the City Council to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Council in these two areas: (1) where the public testimony may implicate a matter on which the City Council will be required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for public office or a ballot measure. Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting on individual remarks until all public comment has been taken. The City Council will allow for additional public comment to be taken at the end of the meeting for those who signed up at the beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
