ROLL CALL Present: 7 - Mayor Dontae Payne, Mayor Pro Tem Yến Huỳnh, Councilmember Jim Cooper, Councilmember Clark Gilman, Councilmember Kelly Green, Councilmember Dani Madrone and Councilmember Robert Vanderpool 1.A ANNOUNCEMENTS - None 1.B APPROVAL OF AGENDA The agenda was approved. 2. SPECIAL RECOGNITION 2.A 25-0056 Special Recognition - Immigrant and Refugee Advocacy Day Councilmembers read a proclamation recognizing Immigrant and Refugee Advocacy Day. Member of Strengthening Sanctuary Bob Ziegler, Members Organizer, Washington Immigrant Solidarity Network Adriana Cortes, Washington Immigrant Solidarity Network Policy Manager Vanessa Reyes spoke regarding the significance of the proclamation. The recognition was received. 3. PUBLIC COMMENT The following people spoke: Lucas Scott, Astor Averdeen, Alice Rosewater, April Miller, Parfait Bassale, and Timothy Leadingham. 4. CONSENT CALENDAR 4.A 25-0082 Approval of January 21, 2025 City Council Meeting Minutes The minutes were adopted. City of Olympia Page 1 City Council Meeting Minutes January 28, 2025 Approval of the Consent Agenda Councilmember Madrone moved, seconded by Councilmember Vanderpool, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 7 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Green, Councilmember Madrone and Councilmember Vanderpool 4. SECOND READINGS (Ordinances) - None 4. FIRST READINGS (Ordinances) - None 5. PUBLIC HEARING - None 6. OTHER BUSINESS 6.A 25-0086 Approval of Resolution Declaring Olympia a Sanctuary City for LGBTQIA2S+ People Assistant City Manager Stacey Ray shared an overview of the resolution declaring Olympia a sanctuary city for LGBTQIA2S+ people. Liberation Collective Site Steward Aherlow Kasjaka shared their perspective on what the resolution means to the trans community and thanked the City Council for their ally ship and actionable support. Councilmembers read the resolution. Councilmembers shared their thoughts and words of support regarding the resolution. Mayor Payne moved, seconded by Councilmember Gilman, to approve the resolution declaring Olympia a sanctuary city for LGBTQIA2S+ people. The motion carried by the following vote: Aye: 7 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Green, Councilmember Madrone and Councilmember Vanderpool 7. PUBLIC COMMENT (Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.) During this portion of the meeting, community members may address the City Council regarding items related to City business, including items on the Agenda. In order for the City Council to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Council in these two areas: (1) where the public testimony may implicate a matter on which the City Council will be required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for public office or a ballot measure. Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting on individual remarks until all public comment has been taken. The City Council will allow for additional public comment to be taken at the end of the meeting for those who signed up at the beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
