Mayor Payne called the meeting to order at 6:00 p.m.

2. SPECIAL RECOGNITION
2.A 25-0110 Special Recognition - Proclamation Recognizing the City of Olympia
Joining the Black Home Initiative
Coucilmembers read a proclamation recognizing February 11, 2025 as Black Home
Initiative and Homeownership Equity Day. Senior Housing Program Specialist Christa
Lenssen and the Black Home Initiative Core Leadership Team presented on the
significance of the Black Home Initiative and accepted the proclamation..
The recognition was received.
2.B 25-0119 Special Recognition - Proclamation Recognizing Black History Month
Coucilmembers read a proclamation recognizing February 2025 as Black History Month.
Local youth representatives from the Olympia School District Student Mentor Program
discussed the importance of Black History Month and accepted the proclamation.
The recognition was received.

4.A 25-0099 Approval of January 28, 2025 City Council Meeting Minutes
The minutes were approved.
4.B 25-0121 Approval of February 4, 2025 City Council Study Session Meeting Minutes
The minutes were approved.
4.C 25-0122 Approval of Bills (December 6, 2024 - January 23, 2025) and Payroll
(December 15, 2024 - January 15, 2025) Certification
Payroll periods December 15, 2024 through January 15, 2025 and Direct Deposit
transmissions: Total: $6,567,589.63; Claim expenditures December 6, 2024 through
January 23, 2025: Total: $26,611,833.78.
The decision was adopted.
4.D 25-0124 Approval of the 2025 Council Meeting Calendar and Committee
Assignments
The 2025 Council Meeting Calendar was amended to indicate that on July 1, 2025 there
will be no Council meeting. The Committee Assignments were amended to strike
Visitors and Conventions Bureau (VCB) from the Council Committee Assignments. The
VCB is phasing out elected officials on the committee and plan to move forward with the
City represented by the Economic Development Director.
The decision was adopted as amended.
4.E 25-0111 Approval of the 2025 Finance Committee Work Plan
The decision was adopted.
4.F 25-0114 Approval of the 2025 Community Livability and Public Safety Committee
Work Plan
The decision was adopted.
Approval of the Consent Agenda
Councilmember Green moved, seconded by Councilmember Madrone, to
adopt the Consent Calendar. The motion carried by the following vote:

During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these two areas: (1) where the public testimony may implicate a matter on which the City Council will be
required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for
public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
