ROLL CALL Present: 6 - Mayor Dontae Payne, Mayor Pro Tem Yến Huỳnh, Councilmember Jim Cooper, Councilmember Clark Gilman, Councilmember Kelly Green and Councilmember Dani Madrone Excused: 1 - Councilmember Robert Vanderpool 1.A ANNOUNCEMENTS Mayor Payne shared condolences for the recent passing of two Washington State leaders, former Secretary of State Ralph Munro and former House Speaker Frank Chopp. He also congratulated Councilmember Vanderpool on the recent birth of his son. 1.B APPROVAL OF AGENDA The agenda was approved. 2. SPECIAL RECOGNITION 2.A 25-0139 Special Recognition - Proclamation Recognizing Transgender Day of Visibility Councilmembers read a proclamation recognizing March 31 as Transgender Day of Visibility. Founders of OlympiaQueerFyrd Aster Avardean and Valerie Dettenwanger and Oly Trans Fam Representative Elliot Brush discussed the significance of Transgender Day of Visibility. The recognition was received. 2.B 25-0273 Special Recognition - Proclamation Honoring Outgoing Members of Advisory Boards, Committees and Commissions Mayor Pro Tem Huỳnh read a proclamation honoring outgoing members of Advisory City of Olympia Page 1 City Council Meeting Minutes - Final March 25, 2025 Boards, Committees and Commissions. Strategic Communications Director Kellie Purce Braseth discussed the service of community members on Advisory Boards, Committees and Commissions. Councilmembers shared their appreciation for the work of the participating community members. The recognition was received. 3. PUBLIC COMMENT - None 4. CONSENT CALENDAR 4.A 25-0274 Approval of March 18, 2025 Olympia City Council Meeting Minutes The minutes were adopted. 4.B 25-0237 Approval of Bills (January 24, 2025 - March 12, 2025) and Payroll (January 31, 2025 - February 28, 2025) Certification Payroll periods 01/31/2025 through 02/28/2025 and Direct Deposit transmissions: Total: $6,417,678.68; Claim expenditures 01/24/2025 through 03/12/2025: Total: $15,201,289.56. The decision was adopted. 4.C 25-0261 Approval of an Appointment to the Arts Commission to Fill a Vacancy The decision was adopted. 4.D 25-0262 Approval of Appointments to the Bicycle and Pedestrian Advisory Committee to Fill Vacancies The decision was adopted. 4.E 25-0263 Approval of an Appointment to the Cultural Access Advisory Board to Fill Vacancies The decision was adopted. 4.F 25-0264 Approval of Appointments to the Heritage Commission to Fill Vacancies The decision was adopted. 4.G 25-0265 Approval of an Appointment to the Lodging Tax Advisory Committee to Fill a Vacancy The decision was adopted. 4.H 25-0266 Approval of Appointments to the Planning Commission to Fill Vacancies City of Olympia Page 2 City Council Meeting Minutes - Final March 25, 2025 The decision was adopted. 4.I 25-0267 Approval of Appointments to the Parks and Recreation Advisory Committee to Fill Vacancies The decision was adopted. 4.J 25-0268 Approval of Appointments to the Social Justice and Equity Commission to Fill Vacancies The decision was adopted. 4.K 25-0269 Approval of Appointments to the Utility Advisory Committee to Fill Vacancies The decision was adopted. 4.L 25-0271 Approval of Reappointments to Advisory Committees and Commissions The decision was adopted. Approval of the Consent Agenda Councilmember Green moved, seconded by Councilmember Cooper, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Green and Councilmember Madrone Excused: 1 - Councilmember Vanderpool 4. OTHER BUSINESS 6.A 25-0280 2025 Legislative Session Update Legislative Liaison Susan Grisham introduced contract lobbyist Nick Frederici who share an overview of the status of the current Legislative session. COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS - None 9. CITY MANAGER'S REPORT AND REFERRALS - None 10. EXECUTIVE SESSION 10.A 25-0282 Closed Session Pursuant to RCW 42.30.140 (4)(b) - Labor Negotiations Mayor Payne recessed the meeting at 7:25 p.m. He asked the Council to reconvene in 10 minutes for an Executive Session pursuant to RCW 42.30.140 to discuss Labor Negotiations Mayor Payne reconvened the meeting at 7:35 p.m. He announced no decisions would be made, the meeting was expected to last no longer than 90 minutes, and the Council would adjourn immediately following the Closed Session. The Closed Session was adjourned at 8:38 p.m. The City Attorney was present at the Closed Session. The closed session was held and no decisions were made. 11. PUBLIC COMMENT (Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.) During this portion of the meeting, community members may address the City Council regarding items related to City business, including items on the Agenda. In order for the City Council to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Council in these two areas: (1) where the public testimony may implicate a matter on which the City Council will be required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for public office or a ballot measure. Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting on individual remarks until all public comment has been taken. The City Council will allow for additional public comment to be taken at the end of the meeting for those who signed up at the beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
