1.A ANNOUNCEMENTS
Mayor Payne shared condolences for the recent passing of two Washington State
leaders, former Secretary of State Ralph Munro and former House Speaker Frank
Chopp.
He also congratulated Councilmember Vanderpool on the recent birth of his son.

The agenda was approved.
2. SPECIAL RECOGNITION
2.A 25-0139 Special Recognition - Proclamation Recognizing Transgender Day of
Visibility
Councilmembers read a proclamation recognizing March 31 as Transgender Day of
Visibility.
Founders of OlympiaQueerFyrd Aster Avardean and Valerie Dettenwanger and Oly
Trans Fam Representative Elliot Brush discussed the significance of Transgender Day of
Visibility.
The recognition was received.
2.B 25-0273 Special Recognition - Proclamation Honoring Outgoing Members of
Advisory Boards, Committees and Commissions
Mayor Pro Tem Huỳnh read a proclamation honoring outgoing members of Advisory

Strategic Communications Director Kellie Purce Braseth discussed the service of
community members on Advisory Boards, Committees and Commissions.
Councilmembers shared their appreciation for the work of the participating community
members.

The minutes were adopted.

2025 - February 28, 2025) Certification
Payroll periods 01/31/2025 through 02/28/2025 and Direct Deposit transmissions: Total:
$6,417,678.68; Claim expenditures 01/24/2025 through 03/12/2025: Total:
$15,201,289.56.
The decision was adopted.

Approval of the Consent Agenda
Councilmember Green moved, seconded by Councilmember Cooper, to adopt
the Consent Calendar. The motion carried by the following vote:

Legislative Liaison Susan Grisham introduced contract lobbyist Nick Frederici who share
an overview of the status of the current Legislative session.
Councilmembers asked clarifying questions.

10. EXECUTIVE SESSION
10.A 25-0282 Closed Session Pursuant to RCW 42.30.140 (4)(b) - Labor Negotiations
Mayor Payne recessed the meeting at 7:25 p.m. He asked the Council to reconvene in
10 minutes for an Executive Session pursuant to RCW 42.30.140 to discuss Labor
Negotiations
Mayor Payne reconvened the meeting at 7:35 p.m. He announced no decisions would
be made, the meeting was expected to last no longer than 90 minutes, and the Council
would adjourn immediately following the Closed Session. The Closed Session was
adjourned at 8:38 p.m. The City Attorney was present at the Closed Session.
The closed session was held and no decisions were made.
11. ADJOURNMENT
The meeting was adjourned at 8:38 p.m.

3. PUBLIC COMMENT
(Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.)
During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these two areas: (1) where the public testimony may implicate a matter on which the City Council will be
required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for
public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
