2.A 25-0440 Special Recognition - Proclamation Recognizing Olympia Heritage
Month
Mayor Pro Tem Huynh read a proclamation recognizing May as Olympia Heritage Month.
City of Olympia's Historic Preservation Officer Brittany Gillia and community members
who support the preserving of the heritage of the CIty of Olympia accepted the
proclamation.
The recognition was received.

The following people spoke: Ben Levitt, Sunflower Berry, Piper Kim, Teddy Cliftthorn,
Westley Salazar, Michael Stine, Montana Jordan, Jim Lazar, and Natasha Hays.

The contract was adopted.
Approval of the Consent Agenda
Councilmember Madrone moved, seconded by Councilmember Vanderpool, to
adopt the Consent Calendar. The motion carried by the following vote:

Councilmember Vanderpool

5. PUBLIC HEARING
5.A 25-0452 Public Hearing and Approval of an Ordinance Related to Adoption of the
2025 Capital Mall Triangle Engineering Design And Development
Standards and Amending Chapter 12.02 of the Olympia Municipal Code
Senior Planner David Ginther presented the proposed amendments to OMC 12.02.
The Council asked clarifying questions.
Mayor Payne opened the hearing at 7:08 p.m. No one spoke. The hearing was closed at
7:08 p.m.
The public hearing was held and closed. Councilmember Green moved,
seconded by Councilmember Vanderpool to approve on first reading, and
forward to second reading, the Ordinance related to adoption of the 2025
Capital Mall Triangle Engineering Design and Development Standards and
amending Chapter 12.02 of the Olympia Municipal Code. The motion carried

by the following vote:

6. OTHER BUSINESS
6.A 25-0453 Approval of an Ordinance Amending Olympia Municipal Code Titles 14
And 18 and Establishing a Planned Action for the Capital Mall Triangle
Subarea
Senior Planner David Ginther and Senior Planner AICP Michelle Swanson presented the
proposed Ordinance amending Olympia Municipal Code Titles 14 And 18 and
establishing a planned action for the Capital Mall Triangle Subarea.
The Council discussed and asked clarifying questions.
Councilmember Madrone moved, seconded by Councilmember Vanderpool to
approve on first reading, and forward to second reading, an Ordinance
amending Olympia Municipal Code Titles 14 and 18 and establishing a Planned
Action for the Capital Mall Triangle Subarea. The motion passed with the
following vote:
Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Gilman,
Councilmember Green, Councilmember Madrone and
Councilmember Vanderpool
Excused: 1 - Councilmember Cooper
6.B 25-0329 Approval of the Affordable Housing Emergency Ordinance Permit Fee
Grant Program Funding Proposal
Housing Division Manager Jacinda Steltjes presented the Affordable Housing
emergency Ordinance permit fee grant program funding proposal.
The Council discussed and asked clarifying questions.
Councilmember Vanderpool moved, seconded by Councilmember Green to
approve the funding proposal for the Affordable Housing Emergency
Ordinance Permit Fee Grant Program. The motion passed by the following
vote:

Councilmember Green, Councilmember Madrone and
Councilmember Vanderpool

Pacific Islander American event this weekend at Evergreen State College.

During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these two areas: (1) where the public testimony may implicate a matter on which the City Council will be
required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for
public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
