ROLL CALL Present: 7 - Mayor Dontae Payne, Mayor Pro Tem Yến Huỳnh, Councilmember Jim Cooper, Councilmember Clark Gilman, Councilmember Kelly Green, Councilmember Dani Madrone and Councilmember Robert Vanderpool 2. BUSINESS ITEM 2.A 25-0435 Discussion of Budget Sustainability and the City’s 2026 Operating Budget City Manager Burney noted that during the January 2025 retreat, the City Council emphasized the importance of pursuing long-term financial sustainability. He provided a status update on the current 2025 general fund revenues and expenditures. Tax and License Audit Team Lead Brandie Andrews, presented and overview and research on Business and Occupancy tax revenue and discussed potential policy options to change the B&O tax program. Interim Parks, Arts & Recreation Director Sylvana Niehuser shared an overview of the Metropolitan Parks District Interlocal Agreement, Parks Plan & Capital Investment Strategy, and funding commitments. City Manager Burney shared some other items that may impact the 2026 budget including, a State revenue update; indigent defense standards and federal funding/grant update. Assistant City Manager shared and update related to the progress of Priority Based Budgeting. Councilmembers asked clarifying questions throughout the presentation. The study session was completed. 3. EXECUTIVE SESSION City of Olympia Page 1 City Council Meeting Minutes - Final May 13, 2025 3.A 25-0436 Closed Session Pursuant to RCW 42.30.140 (4)(b) - Labor Negotiations Mayor Payne recessed the meeting at 8:05 p.m. He asked the Council to reconvene in 10 minutes for an Executive Session pursuant to RCW 42.30.140 (4)(b) to discuss Labor Negotiations. Mayor Payne reconvened the meeting at 8:15 p.m. He announced no decisions would be made, the meeting was expected to last no longer than 60 minutes, and the Council would adjourn immediately following the Executive Session. The meeting was adjourned at 8:26 p.m.The City Attorney was present at the Executive Session. The closed session was held and no decisions were made. 4.
