2. SPECIAL RECOGNITION
2.A 25-0378 Special Recognition - Proclamation Recognizing Jewish American
Heritage Month
Councilmembers read a proclamation recognizing May as Jewish American Heritage
Month.
Temple Beth Hatfiloh, President of the Congregation Daniel Farber and Chabad Jewish
Center of Olympia Rabbi Yosef Schtroks accepted the proclamation.
The recognition was received.
2.B 25-0386 Special Recognition - Proclamation Recognizing Asian American, Native
Hawaiian, and Pacific Islander Heritage Month
Councilmembers read a proclamation recognizing May as Asian American, Native
Hawaiian, and Pacific Islander Heritage Month.
Asian Pacific Islander Coalition of South Puget Sound Co-Chair Lin Crowley and other
member representatives of the organization accepted the proclamation.
The recognition was received.

2.C 25-0420 Special Recognition - Proclamation Recognizing Public Service Through
the Month of May
Councilmembers read a proclamation recognizing Public Service through the month of
May.
City Manager Burney discussed the contributions of the public servants who work for the
City.
The Proclamation was accepted by City Clerk Sean Krier, Economic Development
Director Jennica Machado, Sergeant Tyler Sparks, Firefighter Erin Johnson, and Public
Works Director Mark Russell.
The recognition was received.

The following people spoke: Damia Bjurling and Larry Dzeiza.

4.A 25-0427 Approval of April 29, 2025 Olympia City Council Meeting Minutes
The minutes were adopted.
4.B 25-0421 Approval of Bills (March 13, 2025 - April 23, 2025) and Payroll (March
15, 2025 - March 31, 2025) Certification
Payroll periods March 15, 2025 through March 31, 2025 and Direct Deposit
transmissions: Total: $4,361,473.42; Claim expenditures March 13, 2025 through April
23, 2025: Total: $15,427,960.02.
The decision was adopted.
4.C 25-0428 Approval of a Resolution Approving Amendment No. 5 to the City
Manager Employment Agreement with Steven J. (“Jay”) Burney and
Authorizing Mayor Dontae Payne to Sign Amendment No. 5 on behalf of
the Olympia City Council
The resolution was adopted.
4.D 25-0424 Approval of a Resolution Authorizing an Agreement with Psomas Inc. for
the Mottman Road Improvements Project
The resolution was adopted.

Councilmember Vanderpool moved, seconded by Councilmember Cooper, to
adopt the Consent Calendar. The motion carried by the following vote:
Aye: 5 - Mayor Payne, Councilmember Cooper, Councilmember Gilman,
Councilmember Green and Councilmember Vanderpool
Excused: 2 - Mayor Pro Tem Huỳnh and Councilmember Madrone

6.A 25-0425 Approval of a Resolution Authorizing an Agreement with OIR Group for
Civilian Police Auditor Services
Assistant City Manager Stacey Ray shared an overview of the work of the police auditor.
She shared an overview of OIR Group's work and experience.
OIR Group representative Michael Gennaco introduced himself to the City Council.
Councilmember Gilman moved, seconded by Councilmember Cooper Move to
approve a resolution authorizing an agreement with OIR Group for civilian
police auditor services. The motion carried by the following vote:
Aye: 5 - Mayor Payne, Councilmember Cooper, Councilmember Gilman,
Councilmember Green and Councilmember Vanderpool
Excused: 2 - Mayor Pro Tem Huỳnh and Councilmember Madrone

3. PUBLIC COMMENT
(Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.)
During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure
Law for political campaigns, speakers will not be permitted to make public comments before the Council
in these two areas: (1) where the public testimony may implicate a matter on which the City Council will
be required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a
candidate for public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
