Mayor Payne called the meeting to order at 6:00 p.m.

Item 10.A was removed from this evening's agenda.
The agenda was approved as amended.
2. SPECIAL RECOGNITION
2.A 25-0376 Special Recognition - Proclamation Recognizing Olympia Bicycle Month
Councilmember Vanderpool read a proclamation recognizing May 2025 as Olympia
Bicycle Month.
Public Works Program Specialist Kristin Gilkerson and Intercity Transit Bicycle
Community Challenge Coordinator Duncan Green received the proclamation and talked
about the importance of providing safe bicycle and pedestrian corridors within the City of
Olympia.
The recognition was received.

The following individuals spoke: Peter Guttchen, Kathy Gore-Fuss, Larry Dzieza, Morgan
Montes and Melissa Allen.

Assistance Referral and Education Services (CARES) for
Post-Hospitalization Supportive Care Benefits
The resolution was adopted.
4.C 25-0375 Approval of a Resolution Authorizing an Agreement with Recycling
Partnership, Inc. for a Smart Camera Project for Recycling Education
The resolution was adopted.

The decision was adopted.

Councilmember Cooper moved, seconded by Councilmember Vanderpool, to
adopt the Consent Calendar. The motion carried by the following vote:

6.A 25-0367 Approval of the 2025 Neighborhood Matching Grant Allocation

Community Planning and Economic Development Associate Planner Brittany GIllia
presented the 2025 Neighborhood Matching Grant Allocation recommendations.
The Council discussed and asked clarifying questions.
Councilmember Gilman moved, seconded by Councilmember Vanderpool to
approve the recommended Neighborhood Matching Grant proposals and
authorize the completion of contracts for the proposals.The motion carried
with the following vote:
Aye: 7 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper,
Councilmember Gilman, Councilmember Green, Councilmember
Madrone and Councilmember Vanderpool

10.A 25-0406 Closed Session Pursuant to RCW 42.30.140 (4)(b) - Labor Negotiations
The closed session was tabled.
10.B 25-0397 Executive Session Pursuant to RCW 42.30.110(1)(i); Litigation and
Potential Litigation
Mayor Payne recessed the meeting at 7:40 p.m. He asked the Council to reconvene in 5
minutes for an Executive Session pursuant to RCW 42.30.110(1)(i); to discuss litigation
and potential litigation.
Mayor Payne reconvened the meeting at 7:49 p.m. He announced no decisions would
be made, the meeting was expected to last no longer than 90 minutes. The City Attorney
was present at the Executive Session.
The executive session was held and no decisions were made.
10.C 25-0398 Executive Session Pursuant to RCW 42.30.110(1)(g) - Personnel Matter
(City Manager’s Performance Evaluation)
Mayor Payne recessed the Executive Session for item 10.B at 8:16 p.m. He asked the
Council to reconvene in 5 minutes for an Executive Session pursuant to RCW
42.30.110(1)(g); to discuss a personnel matter (City Manager's performance evaluation).

Mayor Payne reconvened the meeting at 8:21 p.m. He announced no decisions would
be made, the meeting was expected to last no longer than 90 minutes, and the Council
would adjourn immediately following the Executive Session.
The executive session was held and no decisions were made.

The meeting was adjourned at 9:19 p.m.

During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these two areas: (1) where the public testimony may implicate a matter on which the City Council will be
required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for
public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
