1.A ANNOUNCEMENTS
Community Planning and Economic Development Director Susan McLaughlin
introduced the City's new Economic Development Director Jennica Machado.
Mayor Payne expressed his condolences of the passing of Senator Bill Ramos. He
shared his thoughts on the thoughts on the loss of Pope Francis.
1.B APPROVAL OF AGENDA
The agenda was amended to add an Executive Session Pursuant to RCW
42.30.110(1)(i); Litigation and Potential Litigation after the close of the business
meeting.
The agenda was approved as amended.

The following people spoke: Christopher Deile, Jim Bamberger, Dave Larson, Chuck

The contract was approved.
4.D 25-0302 Approval of a Resolution Authorizing an Interlocal Agreement with the
Washington State Police for Academy Facility Use
The resolution was adopted.
4.E 25-0323 Approval of a Resolution Concerning an Adjustment to Petty Cash and
Change Fund Levels
The resolution was adopted.
Approval of the Consent Agenda
Councilmember Cooper moved, seconded by Councilmember Madrone, to
adopt the Consent Calendar. The motion carried by the following vote:

6.A 25-0359
Approval of a Resolution Directing Staff to Negotiate an Interlocal
Agreement with Thurston County for Judicial, Jail Alternatives, and
Supervised Probation Services
Assistant City Manager Debbie Sullivan shared the background on the City's
Municipal Court. She presented options for the relocation of the court, the staff
recommended option and next steps.
Councilmembers asked clarifying questions.

Mayor Pro Tem Hyunh asked staff to continue to explore the use of City Hall Council
Chambers for the courts, at the same time as exploring potential transition of the
Court to the county. Mayor Pro Tem Hyunh also asked for staff to work closely with
court staff and the judge.
Councilmember Gilman shared that he would like to know more regarding leased
space and where the County is at regarding the building of a regional justice center.
Councilmember Cooper moved, seconded by Councilmember Madrone, to
approve a resolution directing staff to negotiate an Interlocal Agreement with
Thurston County for judicial, jail alternatives, and supervised probation
services.. The motion carried by the following vote:

Councilmember Gilman, Councilmember Green, Councilmember
Madrone and Councilmember Vanderpool
6.B 25-0364 Briefing on Budget Sustainability Efforts
City Manager Burney shared an update on the development of the 2026 budget,
topics for the upcoming budget study session, the 2026 budget calendar, and next
steps.

Councilmembers reported on meetings and events attended.

City Manager Burney reported this Friday and Saturday is Arts Walk.
10. EXECUTIVE SESSION - ADDED DURING THE MEETING
25-0387 Executive Session Pursuant to RCW 42.30.110(1)(i); Litigation and
Potential Litigation
Mayor Payne recessed the meeting at 9:33 p.m. He asked the Council to reconvene
in 5 minutes for an executive Session pursuant to RCW 42.30.110(1)(i); Litigation and
Potential Litigation.
He announced no decisions would be made, the meeting was expected to last no
longer than 60 minutes, and the Council would adjourn immediately following the
Executive Session. Mayor Payne reconvened the meeting at 9:38 p.m. The Executive

Session was adjourned at 10:35 p.m.The City Attorney was present at the Executive
Session.
The executive session was held and no decisions were made.

During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these two areas: (1) where the public testimony may implicate a matter on which the City Council will be
required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for
public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
