BUSINESS ITEMS 2.A 25-0566 Briefing and Discussion on Reparations for the Descendents of Enslaved African People Assistant to the City Manager Susan Grisham, along with Dr. Ashley Gardner and Dane Wolfram of Truclusion shared an overview of a study of municipal reparations for the descendents of enslaved African people. Councilmembers asked clarifying questions and shared feedback on City level work related to the reparations. The study session was completed. 2.B 25-0551 Olympia 2045 Housing Element Chapter of the City of Olympia Comprehensive Plan Update - Housing Displacement Analysis Associate Planner Casey Schaufler, Sr. Housing Program Specialist Christa Lenssen, and Community Planning and Economic Development Director Susan McLaughlin presented an update on the Olympia 2045 Comprehensive Plan Housing Chapter and Housing Displacement Analysis. Councilmembers asked clarifying questions and shared feedback. The study session was completed. 2.C 25-0573 Budget Sustainability and the City’s Approach to Balancing the 2026 Operating Budget Discussion City Manager Burney shared an overview of Budget Sustainability and the City’s City of Olympia Page 1 City Council Meeting Minutes - Final June 24, 2025 Approach to Balancing the 2026 Operating Budget. Councilmembers asked clarifying questions and shared their thoughts on how to approach balancing the 2026 operating budget. The study session was completed. 3. EXECUTIVE SESSION 3.A 25-0568 Closed Session Pursuant to RCW 42.30.140 (4)(b) - Labor Negotiations Mayor Payne recessed the meeting at 9:22 p.m. He asked the City Council to reconvene in 5 minutes for an Closed Session Pursuant to RCW 42.30.140 (4)(b) - Labor Negotiations. He announced no decisions would be made, the meeting was expected to last no longer than 60 minutes, and the City Council would adjourn immediately following the Closed Session. Mayor Payne reconvened the City Council at 9:27 p.m. The City Attorney was present at the Closed Session.
