1.A ANNOUNCEMENTS
City Manager Jay Burney introduced the City's new Finance Director Mike Githens.
Councilmembers welcomed Mr. Githens.
Mr. Burney announced that Strategic Communications Director Kellie Purce Braseth is
retiring at the end of the month. Councilmembers shared their gratitude for Ms. Purce
Braseth's work.

The agenda was approved.
2. SPECIAL RECOGNITION
2.A 25-0385 Special Recognition - Proclamation Recognizing Juneteenth
Councilmembers read a proclamation recognizing Juneteenth in the City of Olympia.
Executive Director and Founder, Women of Color in Leadership Movement Shawna
Hawk received the proclamation.
The recognition was received.

The resolution was adopted.

Approval of the Consent Agenda
to adopt the Consent Calendar. The motion carried by the following vote:

5. PUBLIC HEARING
5.A 25-0533 Public Hearing on the Program Year 2025 Community Development
Block Grant Annual Action Plan
Senior Housing Program Specialist Anastasia Everett presented the Community
Development Block Grant Program Year 2025 Annual Action Plan. The projects
recommended for the Action Plan are related to housing, small business training and
supporting vulnerable community members.
Mayor Payne opened the hearing at 6:50 p.m.
The following people spoke: Beth Enriquez, Brian Windrop and Vanessa Hurst.
The hearing was closed at 7:03 p.m.
The public hearing was held and closed.
6. OTHER BUSINESS
6.A 25-0555 Consideration of Hands On Children’s Museum Funding Strategy
Recommendation
City Manager Burney and Hands on Children's Museum Executive Director Patty
Belmonte presented an overview of the funding strategy recommendation and Bond Sale
for the expansion of the Hands On Children's Museum. Ms. Belmonte also shared data
regarding visitors to the museum.
Councilmembers asked clarifying questions.
Councilmember Green moved, seconded by Councilmember Cooper, to
approve the City Manager and Finance Committee Funding Strategy
Recommendation and Bond Sale for the expansion of the Hands On

Children's Museum.. The motion carried by the following vote:
Aye: 5 - Mayor Payne, Councilmember Cooper, Councilmember Gilman,
Councilmember Green and Councilmember Madrone
Excused: 2 - Mayor Pro Tem Huỳnh and Councilmember Vanderpool
6.B 25-0469 Acceptance of the Goals and Policies for the Capital Facilities Plan
Chapter of the Olympia 2045 Comprehensive Plan
Community Planning & Economic Development Deputy Director Tim Smith presented an
overview of the Goals and Policies for the Capital Facilities Plan Chapter of the Olympia
2045 Comprehensive Plan.
Councilmembers asked clarifying questions. Councilmember Gilman shared some
updates to the chapter that he would like to address. Councilmember Gilman and
Councilmember Madrone will work together to address his concerns.
Councilmember Madrone moved, seconded by Councilmember Gilman to
approve a Resolution accepting the Goals and Policies for the Capital
Facilities Plan Chapter of the Olympia 2045 Comprehensive Plan.,. The motion
carried by the following vote:
Aye: 5 - Mayor Payne, Councilmember Cooper, Councilmember Gilman,
Councilmember Green and Councilmember Madrone
Excused: 2 - Mayor Pro Tem Huỳnh and Councilmember Vanderpool
6.C 25-0538 Acceptance of the Utilities Chapter of the Olympia 2045 Comprehensive
Plan
Engineering and Planning Manager Susan Clark and Program and Planning Supervisor
Ron Jones, shared an overview of the Utilities Chapter of the Olympia 2045
Comprehensive Plan.
Councilmembers asked clarifying questions. Councilmember Cooper asked to add
LeMay Waste Services to the private utility providers list included in the Chapter upon
final adoption.
Councilmember Cooper moved, seconded by Councilmember Madrone, Move
to approve a Resolution accepting the Utilities Chapter of the Olympia 2045
Comprehensive Plan. The motion carried by the following vote:
Aye: 5 - Mayor Payne, Councilmember Cooper, Councilmember Gilman,
Councilmember Green and Councilmember Madrone
Excused: 2 - Mayor Pro Tem Huỳnh and Councilmember Vanderpool

3. PUBLIC COMMENT
(Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.)
During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these two areas: (1) where the public testimony may implicate a matter on which the City Council will be
required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for
public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
