ROLL CALL Present: 7 - Mayor Dontae Payne, Mayor Pro Tem Yến Huỳnh, Councilmember Jim Cooper, Councilmember Clark Gilman, Councilmember Kelly Green, Councilmember Dani Madrone and Councilmember Robert Vanderpool 2. BUSINESS ITEM 2.A 25-0523 City Council Mid-Year Retreat City Manager Burney welcomed Councilmembers. Facilitator Sue Mountin reviewed the agenda and the City Council's working agreements. The group then participated in an opening activity. The City Council received a briefing on a survey of service delivery and comparable cities. The group participated in a training regarding challenging conversations. Assistant City Manager Debbie Sullivan shared the status of the items on the 2025 City Council work plan. City Manager Burney and Assistant City Manager Sullivan provided an overview of Priority Based Budgeting and began 2026 budget preparations. The discussion was completed. 3. EXECUTIVE SESSION 3.A 25-0561 Executive Session Pursuant to RCW 42.30.110(1)(i); Litigation and Potential Litigation Mayor Payne recessed the retreat at 4:11 p.m. He asked the City Council to reconvene in 5 minutes for an Executive Session pursuant to RCW 42.30.110(1)(i); Litigation and Potential Litigation. He announced no decisions would be made, the meeting was expected to last no longer than 30 minutes, and the City Council would adjourn immediately following the Executive Session. Mayor Payne reconvened the City Council at 4:16 p.m. The City Attorney was present at the Executive Session.
