BUSINESS ITEM 2.A 25-0518 Discuss the Potential Transition of Municipal Court and Related Programs to Thurston County Assistant City Manager Debbie Sullivan, Project Engineer Fran Eide, KMB Architect Bill Valdez and Thurston County Court Executive Officer Frankie Peters presented a briefing regarding options related to the transition Olympia Municipal Court services. The options include maintaining the court by using 108 State Street and Council Chambers as a permanent solution to housing the Municipal Court and related programs or entering into an interlocal agreement with Thurston County District Court to manage Olympia’s municipal court programs and judicial services. Municipal Court Judge Pam Nogueira spoke in favor of maintaining the court by using 108 State Street and Council Chambers. The City Council asked clarifying questions. Mayor Payne, along with other Councilmembers, expressed admiration of the Olympia Municipal Court and the impact it has had on the community. Councilmembers expressed support of moving forward in negotiating an interlocal agreement with Thurston County for judicial services. Mayor Payne noted that this direction is a based-on needs for long term budget sustainability and support for regionalizing services. The study session was completed. 3.
