Finance Director Michael Githens presented the finance plan for the issuance by the
City Of Olympia of one or more series of tax-exempt obligations (“Bonds”) to finance
the capital improvements to the Hands On

Mayor Payne opened the hearing at 6:27 p.m. The following people spoke: Allie

Thurston County for Judicial Services
Acting City Manager Debbie Sullivan presented the proposed interlocal agreement
with Thurston County for Judicial Services.

The Council discussed and asked clarifying questions.
Councilmember Green, seconded by Councilmember Madrone moved to
approve a resolution authorizing an interlocal agreement with Thurston
County for judicial services. The resolution passed with the following vote:
Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Gilman,
Councilmember Green, Councilmember Madrone and
Councilmember Vanderpool
Excused: 1 - Councilmember Cooper
6.B 25-0572 Approval of the Poet Laureate Recommendation for 2025 - 2027
Arts Program & Planning Supervisor Stephanie Johnson and Arts Commission Chair
Kathy Dorgan presented the recommendation for the 2025-2027 Poet Laureate.
The Council discussed and asked clarifying questions.
Mayor Pro Tem Huỳnh, seconded by Councilmember Vanderpool moved to
approve the appointment of Ocean as Poet Laureate for 2025-2027. The
motion passed with the following vote:

Councilmember Vanderpool

6.C 25-0594 Approval to Issue Debt for Yelm Highway Community Park Phase I
Construction and the Armory Arts Center Phase I Renovations
Interim Director of Parks, Arts and Recreation Sylvana Niehuser presented
information on the proposed debt issuance for the Yelm Highway Community Park
phase I construction and the Armory Arts Center phase I renovations.
The Council discussed and asked clarifying questions.
Councilmember Gilman, seconded by Mayor Payne moved to approve the
staff recommendation to issue a 30-year year debt, with estimated proceeds
of $26.57M and an annual payment of $1.72M, extending the use of the NVUT
1/2% from 2029 to 2049 to fund Yelm Highway Community Park Phase I
Construction and the Armory Arts Center Phase I Renovations. The motion
passed with the following vote:
Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Gilman,
Councilmember Green, Councilmember Madrone and
Councilmember Vanderpool

during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
