SPECIAL RECOGNITION 2.A 25-0556 Special Recognition - Proclamation Recognizing July as Parks and Recreation Month Councilmember Vanderpool read a proclamation declaring July 2025 as Parks and Recreation Month. The proclamation was accepted by City of Olympia Director of Recreation and Facilities Scott River. The recognition was received. 3. PUBLIC HEARING 3.A 25-0596 Public Hearing Regarding a Plan of Finance for the Issuance by the City Of Olympia of One or More Series of Tax-Exempt Obligations (The “Bonds”) to Finance Capital Improvements to the Hands On Children’s Museum Finance Director Michael Githens presented the finance plan for the issuance by the City Of Olympia of one or more series of tax-exempt obligations (“Bonds”) to finance the capital improvements to the Hands On Children’s Museum City of Olympia Page 1 City Council Meeting Minutes July 8, 2025 Councilmembers asked clarifying questions. Mayor Payne opened the hearing at 6:27 p.m. The following people spoke: Allie Deaton, Grace Glaittli, and Patti Belmonte. The hearing closed at 6:34 p.m. 4. PUBLIC COMMENT The following people spoke: Morgan Baker, Damia Bjurling, Judge Dave Larson, Cortni Marie Holthouse, Judge Pam Nogueria and Bruce Silverman. COUNCIL RESPONSE TO PUBLIC COMMENT (Optional) 5. CONSENT CALENDAR 5.A 25-0557 Approval of June 12, 2025 Olympia City Council Study Session Meeting Minutes The minutes were approved. Approval of the Consent Agenda Councilmember Madrone moved, seconded by Councilmember Gilman, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Gilman, Councilmember Green, Councilmember Madrone and Councilmember Vanderpool Excused: 1 - Councilmember Cooper 5.B 25-0567 Approval of June 17, 2025 Olympia City Council Meeting Minutes The minutes were approved. 5.C 25-0579 Approval of June 24, 2025 Olympia City Council Study Session Meeting Minutes The minutes were approved. 5.D 25-0578 Approval of the Community Development Block Grant Program Year 2025 Annual Action Plan The decision was approved. 5.E 25-0581 Approval of a Collective Bargaining Agreement with the Teamsters Union Local 252 City of Olympia Page 2 City Council Meeting Minutes July 8, 2025 The contract was approved. 5.F 25-0582 Approval of a Collective Bargaining Agreement with the Olympia Police Lieutenants’ Association The contract was approved. 5.G 25-0574 Approval of a Resolution Authorizing Submission of an Application for a National Endowment for the Arts Grants for Arts Projects Grant for the Art Crossings Public Art Project The resolution was approved. 5.H 25-0583 Approval of a Resolution Appointing Parfait Bassalé and Karen Messmer as Commissioners to Serve on the Independent Salary Commission The resolution was approved. 5.I 25-0600 Approval of a Resolution Authorizing an Amendments to an Agreement with Department of Enterprise Services and Ameresco for Investment Grade Audit Services for the Armory Project The resolution was approved. 5.J 25-0604 Approval of a Resolution Authorizing an Agreement with Skillings, Inc. for the Elliott Avenue Sidewalk Project. The resolution was approved. 5. SECOND READINGS (Ordinances) - NONE 5. FIRST READINGS (Ordinances) 5.K 25-0597 Approval of an Ordinance Authorizing the Issuance by the City of Olympia of One or More Series of Tax-Exempt Obligations (the “Bonds”) Not to Exceed $25,000,000 to Finance Capital Improvements for the expansion of the Hands On Children’s Museum and Approving Other Related Matters - FIRST AND FINAL READING The ordinance was adopted on first and final reading. 6. OTHER BUSINESS 6.A 25-0598 Approval of a Resolution Authorizing an Interlocal Agreement with Thurston County for Judicial Services Acting City Manager Debbie Sullivan presented the proposed interlocal agreement with Thurston County for Judicial Services. Councilmember Green, seconded by Councilmember Madrone moved to approve a resolution authorizing an interlocal agreement with Thurston County for judicial services. The resolution passed with the following vote: Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Gilman, Councilmember Green, Councilmember Madrone and Councilmember Vanderpool Excused: 1 - Councilmember Cooper 6.B 25-0572 Approval of the Poet Laureate Recommendation for 2025 - 2027 Arts Program & Planning Supervisor Stephanie Johnson and Arts Commission Chair Kathy Dorgan presented the recommendation for the 2025-2027 Poet Laureate. The Council discussed and asked clarifying questions. Mayor Pro Tem Huỳnh, seconded by Councilmember Vanderpool moved to approve the appointment of Ocean as Poet Laureate for 2025-2027. The motion passed with the following vote: Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Gilman, Councilmember Green, Councilmember Madrone and Councilmember Vanderpool Excused: 1 - Councilmember Cooper 6.C 25-0594 Approval to Issue Debt for Yelm Highway Community Park Phase I Construction and the Armory Arts Center Phase I Renovations Interim Director of Parks, Arts and Recreation Sylvana Niehuser presented information on the proposed debt issuance for the Yelm Highway Community Park phase I construction and the Armory Arts Center phase I renovations. The Council discussed and asked clarifying questions. Councilmember Gilman, seconded by Mayor Payne moved to approve the staff recommendation to issue a 30-year year debt, with estimated proceeds of $26.57M and an annual payment of $1.72M, extending the use of the NVUT 1/2% from 2029 to 2049 to fund Yelm Highway Community Park Phase I Construction and the Armory Arts Center Phase I Renovations. The motion passed with the following vote: Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Gilman, Councilmember Green, Councilmember Madrone and Councilmember Vanderpool Excused: 1 - Councilmember Cooper 7. PUBLIC COMMENT (Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.) During this portion of the meeting, community members may address the City Council regarding items related to City business, including items on the Agenda. In order for the City Council to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Council in these two areas: (1) where the public testimony may implicate a matter on which the City Council will be required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for public office or a ballot measure. Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting on individual remarks until all public comment has been taken.
