ROLL CALL Present: 7 - Mayor Dontae Payne, Mayor Pro Tem Yến Huỳnh, Councilmember Jim Cooper, Councilmember Clark Gilman, Councilmember Kelly Green, Councilmember Dani Madrone and Councilmember Robert Vanderpool 1.A ANNOUNCEMENTS Mayor Payne shared a statement of condolence for the loss of Joy Ezindu and Carla Gonzales in a tragic crash that occurred on July 9th. He also noted that the City Council will be holding a special Study Session on Thursday, July 17 to be briefed on the Workers Bill of Rights petition. 1.B APPROVAL OF AGENDA The agenda was approved. 2. SPECIAL RECOGNITION 2.A 25-0614 Special Recognition - Honoring the Outgoing and Incoming Poet Laureate Arts Program Manager Stephanie Johnson shared recognition of Poet Laureate Kathleen Byrd, who served from 2023 - 2025 and welcomed the incoming Poet Laureate Ocean who will serve from 2025 - 2027. Councilmembers shared their thanks for the service of Kathleen Byrd and welcomed Ocean into their new role. The recognition was received. 3. CONSENT CALENDAR 4.A 25-0618 Approval of July 8, 2025 Olympia City Council Meeting Minutes The minutes were adopted. 4. SECOND READINGS (Ordinances) - None 4. FIRST READINGS (Ordinances) - None 5. PUBLIC HEARING - None 6. OTHER BUSINESS 6.A 25-0613 Approval of Recommended 2025 Traffic Box Wrap Designs Ms. Johnson and Arts Commission Chair Kathy Dorgan presented the 2025 traffic box wraps. Councilmembers asked clarifying questions. Mayor Pro Tem Huỳnh moved, seconded by Councilmember Vanderpool, to approve the top ten designs for the 2025 Traffic Box Wrap Public Art Project as recommended by the Arts Commission and determined by public vote. The motion carried by the following vote: Aye: 7 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Green, Councilmember Madrone and Councilmember Vanderpool 6.B 25-0625 State Legislative Update Contract Lobbyist Nick Federici provided an update on state lobbying activities. Councilmembers asked clarifying questions. The information was received. 6.C 25-0626 Federal Legislative Update Federal Contract Lobbyists Rick Desimone and Liz Fortunato provided an update on Federal legislative activities. Councilmembers asked clarifying questions. The information was received. COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on meetings and events attended. 9. PUBLIC COMMENT (Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.) During this portion of the meeting, community members may address the City Council regarding items related to City business, including items on the Agenda. In order for the City Council to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Council in these two areas: (1) where the public testimony may implicate a matter on which the City Council will be required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for public office or a ballot measure. Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting on individual remarks until all public comment has been taken. The City Council will allow for additional public comment to be taken at the end of the meeting for those who signed up at the beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes. 4.
