2. SPECIAL RECOGNITION
2.A 25-0692 Special Recognition - Proclamation Recognizing Women’s Equality Day
Councilmembers read a proclamation recognizing Women's Equality Day.
YWCA Co-Executive Director Alli Ewing accepted the proclamation and discussed the
work of the YWCA.
The recognition was received.
2.B 25-0700 Special Recognition - Proclamation Recognizing Overdose Awareness
Day
Councilmember Cooper read a proclamation recognizing Overdose Awareness Day.
Assistant to the City Manager Susan Grisham introduced Thurston County Public Health
Opioid Response Coordinator Katie Strozyk who shared information regarding the work
of the County regarding overdose response.
Olympia Youth Council Chair Nolan O'Connell and Youth Councilmember Shruthi
Lingam-Nattamai presented the overdose Public Service Announcement (PSA) they
created with support of the City.

The minutes were adopted.

2024 Annual Report
The resolution was adopted.
4.C 25-0662 Approval of a Resolution Authorizing an Interlocal Agreement with
Washington Technology Solutions for Fire Protection Services
The resolution was adopted.
4.D 25-0661 Approval of a Resolution Authorizing an Interlocal Agreement with the
Washington State Department of Enterprise Services for Fire Protection
Services
The resolution was adopted.
4.E 25-0687 Approval of Bid Award for the 4th Avenue and Plum Street Pedestrian

Approval of the Consent Agenda
Councilmember Green moved, seconded by Councilmember Madrone, to
adopt the Consent Calendar. The motion carried by the following vote:

6.A 25-0679 Approval of the Cultural Access Advisory Board’s Recommendation to
Adjust the Inspire Olympia Grant Funding Strategy
Cultural Access Program Manager Marygrace Goddu presented the Cultural Access
Advisory Board’s recommended adjustments to the Inspire Olympia Grant Funding
Strategy, maintaining the current one-year impact and two-year comprehensive grant
pathways while revising funding targets and criteria through 2029 to maximize community
impact.
Councilmembers asked clarifying questions.
Mayor Pro Tem Huỳnh moved, seconded by Councilmember Gilman, to
approve adjustments to the Inspire Olympia Grant Funding Strategy as
recommended. The motion carried by the following vote:

Councilmember Gilman, Councilmember Green, Councilmember
Madrone and Councilmember Vanderpool
6.B 25-0689 Approval of a Resolution Accepting the Economic Chapter of the
Olympia 2045 Comprehensive Plan
Economic Development Division Director Jennica Machado presented the Economic
Chapter of the Olympia 2045 Comprehensive Plan, which strengthens the City’s focus on
economic inclusion, flexibility, and place-based strategies while addressing the local
affordability gap.
Councilmembers asked clarifying questions and shared feedback. Staff will incorporate
feedback and bring this item back for City Council consideration.

The resolution was postponed for action at a later date.
6.C 25-0643 Approval of an Ordinance Amending the Olympia Municipal Code
Regarding Massage and Reflexology Businesses
Interim Police Chief Shelby Parker presented an ordinance amending the Olympia
Municipal Code to strengthen oversight of massage and reflexology businesses, aiming
to protect public safety, prevent unlicensed practice, and address illicit activities such as
human trafficking and prostitution.
Councilmembers asked clarifying questions.
Councilmember Cooper moved, seconded by Councilmember Madrone, to
approve on first reading and forward to second reading, an ordinance
amending the Olympia Municipal Code (OMC) relating to Massage and
Reflexology Businesses. The motion carried by the following vote:

Councilmember Gilman, Councilmember Green, Councilmember

3. PUBLIC COMMENT
(Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.)
During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure
Law for political campaigns, speakers will not be permitted to make public comments before the Council
in these two areas: (1) where the public testimony may implicate a matter on which the City Council will
be required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a
candidate for public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
