BUSINESS ITEMS 2.A 25-0778 Tenant Screening Outreach and Policy Options Briefing Senior Housing Program Specialist Christa Lenssen presented tenant screening community outreach and policy options, including proposed limitations on the use of criminal history, credit, rental history, income-to-rent ratios, and Social Security number requirements in rental applications. The City Council provided input on the proposed direction. Councilmembers asked clarifying questions throughout the presentation and requested for the policies to be presented at a City Council business meeting for action. The study session was completed. 2.B 25-0769 Olympia 2045 - Land Use and Urban Design Chapter of the Comprehensive Plan Update Senior Planner David Ginther shared an update on the City’s Comprehensive Plan Periodic Update, focusing on proposed changes to the Land Use and Urban Design Chapter. Key updates include consolidating low-density residential designations into a new “Urban Residential” category, adding policies to support small-scale commercial uses in neighborhoods, and updating the Future Land Use Map. Survey results and community engagement efforts were reviewed, along with environmental and equity considerations. Councilmembers asked clarifying questions throughout the presentation. The chapter consolidates updated values and vision statements from each element of the Plan and expands acknowledgements of Olympia’s Indigenous history and past harms to BIPOC, LGBTQIA2S+ communities, and the natural environment. It affirms a commitment to equity, climate action, and reconciliation. Councilmembers asked clarifying questions throughout the presentation. The study session was completed. 2.D 25-0718 Olympia 2045 - Introduction Chapter of the Comprehensive Plan Update Ms. Phillips presented the draft Introduction Chapter of the Olympia 2045 Comprehensive Plan. The chapter outlines the purpose, structure, and statutory requirements of the Comprehensive Plan, including updates to reflect new Growth Management Act mandates, the extended planning horizon to 2045, and key challenges such as equity, climate change, and housing affordability. Revisions include updates to maps, data, examples, and expanded references to equity and climate impacts. Councilmembers asked clarifying questions throughout the presentation.
