SPECIAL RECOGNITION 2.A 25-0853 Special Recognition - Proclamation Recognizing September 29 - October 5 as Week Without Driving Councilmember Madrone read a proclamation recognizing September 29 - October 5 as Week Without Driving. Community member Daniel Garcia received the proclamation and shared some words regarding the importance of multi modal transportation. The recognition was received. 2.B 25-0832 Special Recognition - Street Sweeper Stormwater Pollution Prevention Decal Artists Senior Program Specialist Sue Barclift reported Water Resources/Storm and Surface Water staff held an art contest for Olympia middle school students to create artwork that informs the community how street sweeping keeps pollution out of local waterways. The recognition was received. 2.C 25-0831 Special Recognition - Proclamation Recognizing October as Walk to School Month City of Olympia Page 1 City Council Meeting Minutes September 30, 2025 Councilmember Vanderpool read a proclamation recognizing October as Walk to School Month. Intercity Transit Chief Marketing and Communications Manager Nick Demerice and Olympia School District Superintendent Patrick Murphy accepted the proclamation and discussed Walk to School month. CONSENT CALENDAR 4.A 25-0790 Approval of September 9, 2025 Olympia City Council Meeting Minutes The minutes was adopted. 4.B 25-0846 Approval of September 16, 2025 Olympia City Council Meeting Minutes The minutes was adopted. 4.C 25-0840 Approval of Recommended Appointments to the Community Policing Board The Community Livability and Public Safety Committee recommend approving appointments to the Community Policing Board. 4.D 25-0849 Approval of a Resolution Authorizing an Interlocal Agreement with Olympia School District for Cultural Access Tax Transportation Funding The resolution was adopted. 4.E 25-0843 Approval of a Resolution Authorizing an Interlocal Agreement with LOTT Clean Water Alliance for Class A+ Reclaimed Water Demonstration Pilot Project The resolution was adopted. 4.F 25-0839 Approval of a Resolution Authorizing an Amendment to an Agreement with the Department of Enterprise Services and Funding Authorization for the Armory Solar Project The resolution was adopted. OTHER BUSINESS 6.A 25-0841 Approval of a 2026 Operating Budget Balancing Scenario City Manager Jay Burneyl, Finance Director Michael Githens, Tax & License Audit Team Lead Brandie Andrews, Economic Development Director Jennica Machado presented key elements guiding the 2026 budget development process and provided a summary of the 2025 budget, reviewed current assumptions for 2026, and outlined the projected $6.5 million gap. The presentation included recommendations for closing the gap through a combination of new revenue options and expenditure reductions. Various balancing scenarios were presented, showing the impact of different revenue and reduction combinations. Councilmembers discussed the preferred approach to guide next steps. The presentation concluded with an overview of the remaining budget process and key dates on the budget calendar. Councilmember Madrone moved, seconded by Councilmember Gilman, to direct staff to move forward with scenario 1 with modifications to Business & Occupancy as discussed. The motion carried by the following vote: Aye: 5 - Mayor Payne, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone and Councilmember Vanderpool Nay: 2 - Mayor Pro Tem Huỳnh and Councilmember Green 6.B 25-0815 Approval of a Resolution accepting the Introduction Chapter of the Olympia 2045 Comprehensive Plan Planning Manager Joyce Phillips provided an update on the draft Introduction Chapter of the Olympia 2045 Comprehensive Plan, which reflects input from the Social Justice and Equity Commission, Planning Commission, and Land Use & Environment Committee. Minor revisions were made based on feedback from the City Council received at the City of Olympia Page 3 City Council Meeting Minutes September 30, 2025 September 16th Study Session, including the addition of a heading for the equity section. The chapter will be forwarded with other “accepted” chapters for final Council adoption once the full update is complete by the December 31, 2025 deadline. Councilmember Cooper moved, seconded by Councilmember Vanderpool, to approve a Resolution accepting the updated Introduction Chapter of the Olympia 2045 Comprehensive Plan. The motion carried by the following vote: Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Green and Councilmember Vanderpool Excused: 1 - Councilmember Madrone 6.C 25-0816 Approval of a Resolution Accepting the Community Values and Vision Chapter of the Olympia 2045 Comprehensive Plan Planning Manager Joyce Phillips provided an update on the draft Community Values and Vision Chapter of the Olympia 2045 Comprehensive Plan, which reflects input from the Planning Commission, Social Justice and Equity Commission, and Land Use & Environment Committee. Revisions include expanded acknowledgements of Olympia’s Indigenous history, past harms to BIPOC and LGBTQIA2S+ communities, and the natural environment, as well as strengthened commitments to equity, climate action, and reconciliation. The chapter will be forwarded with other “accepted” chapters for final Council adoption once the full update is complete by the December 31, 2025 deadline.
