Mayor Pro Tem Huỳnh moved, seconded by Mayor Payne to amend the
agenda to move Public Comment ahead of the Public Hearing. The motion
passed by the following vote:

Councilmember Gilman, Councilmember Green, Councilmember

2. SPECIAL RECOGNITION
2.A 25-0854 Special Recognition - Proclamation Recognizing Indigenous Peoples’
Day
Councilmembers read a proclamation recognizing October 13, 2025 as Indigenous
Peoples' Day.
Squaxin Island Tribe Council representatives received the proclamation and shared
some words regarding the importance of recognizing Indigenous Peoples' Day.
The recognition was received.
2.B 25-0833 Special Recognition - Proclamation Recognizing Hindu Heritage Month
Councilmembers read a proclamation recognizing October 2025 as Hindu Heritage
Month.
Several members of the Hindu community received the proclamation and shared some

words regarding the importance of recognizing Hindu Heritage Month.
The recognition was received.
3. PUBLIC HEARING
3.A 25-0865 Approval of a Resolution Opposing Local Initiative Proposition No. 1
Concerning an Initiative to Amend the Olympia Municipal Code to Add a
New Chapter for Labor Standards for Certain Employees for Work
Scheduling, a Minimum Wage, a Safe Workplace Environment, and other
Labor Regulations
Assistant City Manager Stacey Ray presented an overview of Local Initiative Proposition
1.
The Mayor opened the public hearing at 6:44 p.m.
The following people spoke: David Webb, Ribbon Beagle, Caleb Gieger, Nick Quijas,
Nicholas Hefling, Jason Tippner, Morgan Nichols, Seamus Walsh Petrie, Tom Crawford,
Mark Nevville, Krag Unsoeld, Paris McClusky, Tracy Hortman, Derek Rutter, Nat Degen,
Ben Peterson, Chris Fergus, Andre Newcomb, Gabe Salzetti, Isaac Wagnitz, Brian
Ganster, Sam Davis, Keadrin Cain, Barrett Kocher, Will Smith, Charlotte Crawford,
Michael Whalen, Robin Crawford, Sharon Turebel, Brandon Weedon, Annie Evans,
Nicole Butigan, Cheryl Selby, Mindy Roberts, Alex Ketter, Rose Gunderson, Amalie
O'Connor, Mike Hobbick, Pam Oates, Elizabeth MacLean, Dan Merscher and Jason
Lee.
The public hearing closed at 8:39 p.m.
The Council discussed Local Initiative Proposition 1.
Councilmember Cooper Called the Question, seconded by Councilmember Gilman. The
Call the Question was passed by a vote of 6-to-1 with Councilmember Madrone
abstaining.
Mayor Pro Tem Huỳnh moved, seconded by Mayor Payne to approve a
resolution opposing Local Initiative Proposition No. 1 concerning an initiative

the following vote:

Councilmember Gilman moved, seconded by Councilmember Cooper to
modify the resolution to approve Local Initiative Proposition No. 1 concerning
an initiative to amend the Olympia Municipal Code to add a new chapter for
labor standards for certain employees for work scheduling, a minimum wage,
a safe workplace environment, and other labor regulations. The motion failed
by the following vote:
Aye: 3 - Councilmember Cooper, Councilmember Gilman and
Councilmember Vanderpool
Nay: 4 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Green and
Councilmember Madrone

5.C 25-0857 Approval of a Resolution Authorizing a Professional Services Agreement
with Parametrix, Inc. for the Hands On Children’s Museum Expansion
Project
The resolution was adopted.
5.D 25-0862 Approval of a Resolution Authorizing an Interagency Agreement with the
Washington State Department of Commerce for the Encampment
Resolution Program - Housing division
The resolution was adopted.
5.E 25-0867 Approval of a Resolution Authorizing the Purchase of Real Property From
the Estate of Margaret E. Long
The resolution was adopted.
5.F 25-0870 Approval of a Resolution Authorizing the City Manager to
Acknowledge and Accept a Donation From The Angela J. Bowen
Conservancy Foundation to be Used Solely For the Purchase of
Real Property From The Estate of Margaret E. Long and to sign

the Foundation’s Donation Letter on behalf of the City of Olympia
The resolution was adopted.

The ordinance was approved on first and final reading.

Budget Amendment)
The ordinance was approved on first reading and moved to second reading.

Councilmember Gilman moved, seconded by Councilmember Green, to adopt
the Consent Calendar. The motion carried by the following vote:

Director of Community Planning & Economic Development Susan McLaughlin presented
the updated draft Public Safety Chapter of the Olympia 2045 Comprehensive Plan.
The Council discussed and asked clarifying questions.
Councilmember Madrone, seconded by Councilmember Green moved to
approve a resolution accepting the updated draft Public Safety Chapter of the
Olympia 2045 Comprehensive Plan. The motion passed with the following
vote:

Public Works Principal Planner Michelle Swanson, AICP presented the Transportation
Chapter of the Olympia 2045 Comprehensive Plan.
The Council discussed and asked clarifying questions.
Councilmember Vanderpool, seconded by CouncilmembeMadrone moved to
approve a Resolution accepting the Transportation chapter of the Olympia
2045 Comprehensive Plan.The motion passed with the following vote:

During this portion of the meeting, community members may address the City Council regarding items

related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure
Law for political campaigns, speakers will not be permitted to make public comments before the Council
in these two areas: (1) where the public testimony may implicate a matter on which the City Council will
be required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a
candidate for public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
