CIty Manager Jay Burney announced that Sylvana Niehuser was selected to be the CIty of
Olympia Parks, Arts and Recreation Director.

2. SPECIAL RECOGNITION
2.A 25-0897 Special Recognition - Water Resources Stewardship Calendar Artists
Senior Program Specialist, Erin Conine and Associate Planner Susan McCleary
presented the Olympia middle school students whose artwork was selected for the 2026
Water Resources Stewardship Through Art calendar.
The recognition was received.
3. PUBLIC COMMENT
The following people spoke: Richard Burgess, Todd Monohon and Larry Dzieza.
In response to public comment, the Council requested Public Works Director Mark

Russell provide an update on the City's search for a glass and cardboard recycling option
to replace the drop-off site on 10th in downtown Olympia.
4. CONSENT CALENDAR
Councilmember Gilman moved, seconded by Councilmember Green, to
adopt the Consent Calendar. The motion carried by the following vote:

Councilmember Green, Councilmember Madrone and
Councilmember Vanderpool

The minutes were approved.
4.C 25-0901 Approval of Bills (September 4, 2025 - September 10, 2025) and Payroll
(August 31, 2025 - September 30, 2025) Certification
Payroll periods August 31, 2025 through September 30, 2025 and Direct Deposit
transmissions: Total: $6,726,442.90; Claim expenditures September 4, 2025 through
September 10, 2025: Total: $4,252,926.52.
The decision was approved.

Approval of a Resolution Accepting the Economic Chapter of the
Olympia 2045 Comprehensive Plan
The resolution was approved.

Approval of a Resolution Authorizing a Consolidated Master Services
and Purchasing Agreement Between the City of Olympia and Axon
Enterprises, Inc. for the Purchase of Body-Worn and interview Room
Police Cameras, Tasers, Translation Services, Software Licenses,
Digital Evidence Management Systems, and Support Services
The resolution was approved.

10.A 25-0899 Executive Session Pursuant to RCW 42.30.110(1)(g) - Personnel Matter
Mayor Payne recessed the meeting at 7:21 p.m. He asked the Council to reconvene in 5
minutes for an Executive Session pursuant to RCW 42.30.110(1)(g) to discuss a
personnel matter.
Mayor Payne reconvened the meeting at 7:33 p.m. He announced no decisions would be
made, the meeting was expected to last no longer than 60 minutes, and the Council
would adjourn immediately following the Executive Session.
11. ADJOURNMENT
The meeting adjourned at 8:13 p.m.

3. PUBLIC COMMENT
(Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.)
During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these two areas: (1) where the public testimony may implicate a matter on which the City Council will be
required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for
public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
