SPECIAL RECOGNITION - None 3. PUBLIC COMMENT The following people spoke: Jim Lazar, Larry Dzieza, Ronda Carson Kramer, Ronda Larson Kramer, Lisa Riner, and John Newman. COUNCIL RESPONSE TO PUBLIC COMMENT (Optional) Councilmembers discussed the Multi Year Property tax program and their concerns. City Manager Burney noted he will have continued discussion with staff and with the Chair of the Land Use and Environment Committee for the addition of the topic to the Committee's 2025 work plan. 4. CONSENT CALENDAR 4.A 25-0924 Approval of October 21, 2025 Olympia City Council Meeting Minutes The minutes were adopted. 4.B 25-0834 Approval of a Resolution Authorizing an 8-Year Multifamily Housing Property Tax Exemption Agreement Between The City Of Olympia and City of Olympia Page 1 City Council Meeting Minutes November 3, 2025 Urban Olympia 16A, LLC for Legion and Jefferson Project The resolution was adopted. 4.C 25-0863 Approval of Resolutions Authorizing Two 8-Year Multifamily Housing Property Tax Exemption Agreements Between the City Of Olympia and Fourth Street’s Cottages, LLC for Cottage Apartments The resolution was adopted. 4.D 25-0902 Approval of a Resolution Authorizing an Amendment to the Interlocal Agreement between the City of Olympia and the City of Tumwater for Community Assistance Referral and Education Services The decision was adopted. Approval of the Consent Agenda Councilmember Gilman moved, seconded by Councilmember Green, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Green and Councilmember Vanderpool Excused: 1 - Councilmember Madrone 4. PUBLIC HEARING 5.A 25-0925 Public Hearing on the Transportation Improvement Program Public Works Department Senior Engineer Joey Jones provided an overview of the Transportation Improvement Program. The Mayor opened the public hearing at 6:51 p.m. The following people spoke: Jim Lazar and Karen Messmer The public hearing closed at 6:56 p.m. The public hearing was held and closed. 5.B 25-0933 Public Hearing on the 2026 Preliminary Operating Budget City of Olympia Page 2 City Council Meeting Minutes November 3, 2025 Finance Director, Michael Githens provided an overview of the 2026 Operating Budget. The Mayor opened the public hearing at 7:18 p.m. The following people spoke: Jim Lazar and Karen Messmer. The public hearing closed at 7:25 p.m. The public hearing was held and closed. 5.C 25-0911 Public Hearing on the Preliminary Capital Facilities Plan, 2026-2031 Financial Plan Associate Planner casey Schaufler presented an overview of the preliminary Capital Facilities Plan, 2026-2031 Financial Plan. The Mayor opened the public hearing at 7:55 p.m. The following people spoke: Jim Lazar, Kate Davis and Karen Messmer. The public hearing closed at 8:02 p.m. The public hearing was held and closed. 6. OTHER BUSINESS 6.A 25-0930 Review of the Proposed 2026 Utility Rates, General Facility Charges, Impact Fees, and Special (Dedicated) Revenues Including Inspire Olympia, Lodging Tax, Parking & Business Improvement Area (PBIA), and Housing/Homeless Response Program Budgets Finance Director Michael Githens along with multiple other departmental Directors and Managers provided an overview of the proposed 2026 Utility Rates, General Facility Charges, Impact Fees, and Special (Dedicated) Revenues Including Inspire Olympia, Lodging Tax, Parking & Business Improvement Area (PBIA), and Housing/Homeless Response Program Budgets. Councilmembers asked clarifying questions. The discussion was completed. 7. CONTINUED PUBLIC COMMENT 8. PUBLIC COMMENT (Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.) During this portion of the meeting, community members may address the City Council regarding items related to City business, including items on the Agenda. In order for the City Council to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Council in these two areas: (1) where the public testimony may implicate a matter on which the City Council will be required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for public office or a ballot measure. Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting on individual remarks until all public comment has been taken. The City Council will allow for additional public comment to be taken at the end of the meeting for those who signed up at the beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
